"At present, Mason City residents seldom use the nearby Mason River for
any kind of recreational activity, even though surveys of the region's
residents consistently rank water sports (swimming, fishing, and boating)
as a favourite form of recreation. Since there have been complaints about
the quality of the water in the river, residents must be avoiding the
river because they think that it is not clean enough. But that situation
is about to change: the agency responsible for rivers in our region has
announced plans to clean up Mason River. Therefore, recreational use of
the river is likely to increase, so the Mason City council will need to
increase its budget for improvements to the publicly owned lands along the
Mason River."

In this argument the author concludes that the Mason City council should increase its budget for publicly owned lands along the Mason River.To support his conclusion the author points out that the residents living nearby Mason River like water sports, and since the poor quality of the water of Mason River, they seldom use the river for recreational activity. And the agency responsible for rivers announced to clean up Mason River.However these alone do not constitute a logical argument in favor of its conclusion and fail to provide convincing support making this argument sound and invulnerable.
The threshold problem of this argument is that the author does not provide any evidence to prove that Mason River will be clean enough for recreational activity, other than a local agency announced that they were going to clean up the Mason River. However there may be a lot of questions about it. If there are too many factories pouring dirty water into the Mason River, it will no doubt take time and money to solve that problem,which the agency could not afford. What's more the agency did not they will make the Mason River so clean to recreational activity.
Another problem that weakens the argument is that the arguer fail to establish a causal relationship between the poor quality of water of Mason River and that region's residents avoiding the raver . There is no evidence which demonstrate that the one who complain about the water pollution is the region's residents. Even if it is region's residents who complains, it is highly possible that there are some other reasons why local residents seldom do recreational activities on Mason River, such as the water of it is too cold, or the steam is too rapid, or there are some better place to do water sports such as swimming pool, or other rivers or lakes. Without ruling out all these explanations for residents' avoiding Mason River, the editor can not easily infer that after cleaning up Mason River, local residents will turn to do recreational activities on Mason River.
To sum up, this arguer fails to substantiate his claim that the Mason City council should increase its budget for publicly owned lands along the Mason River. To make the argument more convincing, the arguer would have to provide more information about why local residents seldom do recreational activities on Mason River. Additionally, it is necessary for the arguer make it clear about how clean will Mason River be.If so the argument will be more through and logically acceptable.
