TOPIC: ARGUMENT25 - The following appeared in a memo from the mayor of the town of Hopewell.
"Two years ago, the town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. The best way to improve Hopewell's economy, and generate additional tax revenues, is to build a golf course and resort hotel similar to those in Ocean View."

In the memo, the mayor contends that the best way to improve Hopewell's economy is to build a golf course and resort hotel as what Ocean View did. To support this claim, the mayor cites the evidence that a new municipal golf course and resort hotel were built in Ocean View. And the result is that tourism in Ocean View has increased and new businesses have opened since 2 years ago. However, the argument suffers from several logical problems.
To begin with, the mayor unfairly assumes that the better economy situations in Ocean View in the past 2 years are due to the fact that a new municipal golf course and resort hotel were built, rather than other factors. But this need not be the case. Perhaps Ocean View has greatly improved their environments and public facilities which make it more attractive in the past 2 years. Or perhaps their tourist services have greatly enhanced. Moreover, perhaps the increased tourism and businesses are simply because Ocean View made some effective advertisements in the country. In short, without ruling out other explanations, the speaker cannot reasonably conclude that the new municipal golf course and resort hotel is the direct and only reason of improved economy in Ocean View.
Secondly, the speaker falsely assumes that a golf course and resort hotel will have a positive impact on Ocean View's economy and tax revenues. It is highly possible that the two programs cost much and cannot earn much. They were built just because they had to receive more tourists in high season in their town. Perpahs the vacancy rate is quite high in tourist off season. Lacking information about the operating status of golf course and resort hotel, the argument is unconvincing.
Even if golf course and resort hotel bring prosperous economy to Ocean View, Hopewell still cannot directly copy their model because the general conditions of the two towns are not the same or similar. It is probable that OV's natural scene is very beautiful, while Hopewell rarely has nice natural scene. Also, perhaps Hopewell has less land than OV to build a golf course. In addition, OV may be a place where transport system is very complete, while Hopewell is in a distant place that hard to reach. The speaker must consider the overall conditions of Hopewell to make a suitable way to develop its economy, rather than simply imitate the experience of other town.
To sum up, the argument is unpersuasive as it stands. To better bolster it, the speaker needs to provide more information about the true reasons of the improved economy in OV and whether the new built golf course and resort hotel are positive force. What's more, we also need to know the overall conditions of both towns to judge the possibility of successful imitation of Ocean View's experience in Hopewell.
