TOPIC: ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."
I strongly agree with the speaker's claim that the highest ethical and moral standards are the premise to be a public official. Without a virtuous heart and an upright moral standard, the man even cannot to be a person, let alone a public leader. However, weighting a leader whether effective or not cannot just simply base on his or her ethical and moral standards, although they are truly important. Many other factors, especially the personal ability, such as cooperation are all pivotal to an effective leader.
To begin with, the ethical and moral standards are so vital to public official that every leader must have them. Nowadays, more and more government scandals are exposed by media, such as sexual and corruption. Generally speaking, almost all the scandals are due to the poor ethical and moral standards of the public officials. If those leaders have candid and honest quality to restrict themselves, they cannot bog down the scandals and even imprisonment. On the other hand, our society will maintain welfare and stabilization partly due to their high ethical and moral standards. Moreover, if leaders make pivotal decision largely based on his or her personal emotion, but blindly consider the social morality, how huge damage would happen? Many history stories have told us. For instance, the demise of Shang Dynasty just because of the emperor’s commanded that declaration with another country. But the reason of this war is ridiculous--to make his dear concubine smile. Thus, if a leader cannot control his or her personal emotion when making decision, the consequence is too grave to imagine.
Thus, the ethical and moral standards, controlling people's own emotion, are important and inevitable to a public official. They can largely beg some grave consequences which because of immediate feelings. For example, the reason of many corruption scandals is their own emotion of satisfying selfish desire of gaining money. But if they have highest moral standards to warn them that the behavior of bribe is wrong and they cannot accept those people's money at all. Thus, these scandals will not appear. Also, the highest ethical standards of a leader, in particular the public official, can bring many advantages to our society. For instance, the phenomena that international community lends a helping hand to provide humanitarian assistance to Haiti and American Government donate hundred millions dollar to help rebuild their home and salvage a myriad of casualties could truly reflect the humanitarian spirit of the public officials. Without their high ethic and moral the people in Haiti cannot recover such quickly. Therefore, leader’s high ethic would benefit our society.
While, it would be tempting to concede that the person only has highest ethical and moral standards but without any personal ability cannot to be an effective leader either. After all, the standard of weighting a leader's work is the quality and efficiency of the works. If a leader only has significant moral standards, but cannot even communicates with other people, how can he or she lead public to work? Moreover, if the leader's high moral standards render he or she not desiring to talk with any other people just because the feeling of disgust, how can he or she conduct other people? Thus, the ability of cooperation and communication is also an sufficient condition to people who desire to become an effective leader.
In conclusion, I agree insofar as a public official must maintain the highest ethical and moral standards to control his or her own emotion. However, to be an effective leader should has vast of qualities besides the moral standards, especially the ability of cooperation and communication. |
