A public official has significant influence on the distribution of public resources, therefore his/her decision will have important impacts on the public life. To be an effective leader, the public official should make decisions and carry out the plan that can benefit the governed. In modern society, the leaders needs more professional knowledge and capacities to make wise decisions, and more importantly, skilled personal relationship to carry out the plan. Although the ethical and moral reputation can help, yet I think the effective leaders should have more professional capacities to perform the responsibility. And meanwhile, the public supervision will be necessary.

In a society where the public become more enlightened and the challenges continuously emerge, the decision made by public official is of great importance to the well-being of the citizens. An effective leader should make the right decision, and manage to perform it with the help of the subordinates. While most of us will agree that there is little causal link between this capacities and maintaining the highest moral code. The role of an effective leader of the financial regulation aptly illustrates one of my points. In the recent economical crisis, to map out effective recession-fighting plan, the financial officer need to develop a comprehensive understanding to the domestic and international market, the role of bank, consensus and the attitude of the public. But meanwhile, maintaining the highest ethical and moral code lend little help. Since what is functioning here is the principle of market and capitalism. Hence at least, in the commercial world, the highest ethical and moral code is not a necessary condition to an effective leader.

Another significant factor for an effective leader is the skill to deal with diverse inter-personal relationship. To carry out the plan efficiently and smoothly, teamwork is needed, and this is particularly true in the public office. Before making a public decision, tons of information should be gathered, each party involved should be considered and the possible consequences should be fully evaluated. All of these works can only be accomplished with comprehensive concern and synergic action by the team. To coordinate the potential ability and effort of the subordinates, a effective leader should act with inspiration and enthusiasm. Although the ethical and moral code can influence positively, knowing how to praise and punish always receive the result more efficiently.

Admittedly, the moral and ethical standards are sometimes necessary to carry out the public policy. It is, on one hand, satisfy the expectation of the stereotype, and on the other hand, become a drug with which the public leader instills the value he favors towards the public. The scenario in mainland  serves as an vivid example. Since the standard of being moral and ethical itself is often controversial and confusing, maintaining the highest part of it is therefore as dangerous as the possible beneficial. That is why the public should rely on the supervision more than the illusion of wise and considerate kingdom. It may less efficient than the moral promise, but in most history it is more reliable.

In sum, the public official should master professional knowledge and necessary skills for the position and meanwhile, accept the obligation of being supervised. Only in this way can the leader be effective, and the decision be beneficial.
