43"To be an effective leader, a public official must maintain the highest ethical and moral standards."

The author presented us with a complicated controversial question. It is true that to be an effective leader, a public official need a relativity high moral and ethnical standard because people tend to set the leader as their idol, if he or she behaves immorally, the whole mass will not trust him and his policy will be ineffective. However, one does not need to maintain the highest ethical and moral standards to be an effective leader.
A leader is a public character after all. His ultimate target is to maintain social peace and national development. He is the image of the government or a certain institution. He is from the people, by the people, for the people. If his ethical and moral standards are low, people will be distrusted and will naturally not follow as the leader dictates. Sometimes, as the leaders bad deeds accumulate, revelation was aroused. The sentence a prince whose character is marked by every act which may define a tyrant, is unfit to be the ruler of a free people appears in the Proclamation of Independence. When, in the course of human nature, a ruler becomes a tyrant or despot, which its people can not tolerate, rebel occurs. The ruler will be replaced, let alone to be an effective leader. Therefore, to be an effiectlively leader, one need a comparativatively high moral standard.
However, expecting a leader to maintain the highest moral standard is both improper and impossible. On one side, there is no strict definition of what is the highest moral standard, so there is no yardstick against which the leader will be measured. On the other side, even if people have a clear understanding of what is the highest moral standard, an effective leader need not maintain it. As long as his shortcoming is trivial and does not affect his public image, he will also have the chance to be an effective leader. Examples include Gorge W Bushs speaking funny and Bill Clintons lewdness, and we can see that both presidents political achievement is high. Leaders are human beings, biologically, so they should enjoy the right to have moral flaws just ordinary persons do.
To sum up, to be an effective leader, one need to have a high moral standard, but having some politically trivial flaws will not affect its achievements.

这句表达有问题,我还真没明白是什么意思,貌似是说“领导是公众人物?”
His(leader不一定是男的,改为 Leader's) ultimate target is to maintain social peace and national development.这句话的出发点有问题,难道所有的leader都是为了维护和平和促进人类发展而存在吗?比如说,企业里面的leader是为了企业的利润而奋斗...可以考虑加上限定词,如"sociopolitical leader或者public official"

这段没有充分说明the importance of moral standard to a effective leader.前半段讲的是leader的重要性,与topic无关。后半段举了一个Proclamation of Independence的例子,说服力太差。

这一段的逻辑还算可以,举得例子也很到位。不足之处我认为有两处,一是语言不太流畅,句型都有点傻..另一方面举的例子没有说明,拢共也只说了一句话...

To sum up, to be an effective leader, one need to have a high moral standard, but having some politically trivial flaws will not affect its achievements.

从全文来看,有不少flaws,as discussed blow.

firstly, 篇幅过短,最为致命。
second, 语言太虚,缺乏说服力。
third, 逻辑也不太通畅,尤其是第一个POINT。
