题目:ISSUE69 - "Government should place few, if any, restrictions on scientific research and development"
Should government place few restriction on scientific research and development, as the speaker maintains? I concede that the government's restriction on scientific research may impede the innovation and advancement of the technology to some extent. However, the scientific research with no/without control would also bring about a myriad of problems which may threaten the very survival of human species. In my observation, while the government motives/motivates the scientific research and development, it should take affirmative measures to promote the cooperation among the researchers who come from different countries.(这句话没有表明作者的立场,是支持,还是反对,抑或部分支持,只是说了

Firstly, consider, if the government places too much/many restrictions on scientific research, then it may leads to a problem involves/involving the risk that certain intellectual(这里是名词,还是形容词?) and research avenues would become officially sanctioned while others of equal or greater potential value would be discouraged, or perhaps even proscribed. A telling example of the inherent danger of setting and enforcing official research priorities involves the soviet government's attempts during the 1920s to not only control the direction and goals of its scientists' research but also to distort the outcome of that research--ostensibly for the greatest good of the greatest number of people/ostensibly for the sake of ensuring the benefits of its citizens to the greatest extent.. Not surprisingly, during this time period/period of time no significant scientific advances occurred under the auspices of the soviet government. The Soviet lesson provides an important caveat to governments/the government(难道苏联还有两个政府?), excessive restrictions on scientific research and development might defeat(为什么是击败这个词?) the objectives of the research itself.
However, Scientific research and development is/are a double-edged sword for the whole society. It can provide people with more convenience and comfort but, on the other hand, it also brings with it/about some serious disasters. The advent of assembly line manufacturing greatly enhanced/has been enhancing(难道只有在过去提高了?,这个提高是一直在进行的) working efficiency and eased work burden/relieving the pressure of work. More recently, computers have helped people enjoy more free time by performing repetitive tasks and have made possible universal access to information. However, they have also brought about enviromental problems(什么环境污染?生产自动化和环境污染之间的逻辑联系貌似不是很明显,作者有必要说明一下,否则你的例子不能充分支持你的论点). Consider another example, the technology of nuclear fusion, when it is utilized for producing electric power, could do great benefits to our lives. However, when it is used/exploited(推荐替换此) to make atom bomb, we humans just put our survival in jeopardy. Thus, under such circumstances, scientific research should be placed restrictions morally.
Finally, in my observation, the governments could also play a vital role in organizing the researchers from different realms and from different countries to cooperate in the project that needs the whole world's endeavor. For instance, The Human Genome Project is expected to produce a sequence of DNA representing the functional blueprint and evolutionary history of human species. So far at least 18 countries have established human genome research programs which have made great contributions to the research of human history.Can you imagine such a great project be accomplished by a single country?(这一段貌似和题目没什么关系...题目讨论的是政府是不是应该限制或者少限制的问题,没有涉及政府的其它行为:是否应该相互合作,整合全球资源来发展科学研究)
In sum, the restrictions placed by government on scientific research should be judged according to the different nature of various research projects, in addition , the governments should take measures to promote the cooperation among differnt intellectual talent.

同意楼上的意见,作者的长句有些多,应该注意长短结合,这样句子读起来会更流畅撒...
建议作者再修改一下提纲,仅仅围绕题目的要求来论述
