TOPIC: ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."

As important as laws, ethics and morality play a crucial role in society. But, ethics and morality play different roles in different field. In political realm, I acknowledge ethics and morality are necessary elements for a public official to be an effective leader. But by examining the effective leaders in history, the highest ethical and moral standards should not be imposed to the political leader and even the effective leader.

In different field, such as politics, business, and academia, morality effect differently for an effective leader. Generally, the public ask for the highest moral criterions for the leader in academic institutions, and anticipate higher ethical and moral restrictions for the leader working in academic institutions and government. For the business leaders, however, people seem to evaluate them without higher ethical and moral standards. But, there still exists a bottom line of morality for business leaders. In recent years, half scandals, which have been reported by media, happened in political realm. Following more people suspect the political morality, we narrow the debating scope to the political realm.

To begin with, the ethical and moral standards are significant for the effective leaders. Louis Proal, the author of "Political Crime", has discussed this question clearly hundreds years ago. Before touching this book, I have never thought the relationship between the political leader and morality. Reminding by this book and noticing the famous political leaders, I gradually discover the ethical and moral standards are so important that any public official who want to be a brilliant leader cannot lose them. Even now, none public leader could survive, when the public begin to distrust his/her morality. Eliot Spitzer, the former governor of New York, has to resign due to involving the prostitution ring. Actually, even if he is not a governor, his behaviors also cannot be tolerated by the public. Thus, violating the basic morality, no matter how excellent the leader is, he/she cannot become a brilliant leader.

Yet maintain the ethical and moral standards do not mean a leader needs to hold them best. Actually, almost of great leaders cannot comply with the highest moral criteria. In a smaller sense, if a public leader smokes in public place or do not queue in line, the public perhaps do not ask for one political leader to quit his/her job. In a larger sense, sometimes, politicians have to compromise with different political factions, and even sacrifice few people's benefits to preserve most people's welfare. Let us to date back famous history event which had happen in the Second World War. Winston Churchill, the former prime minister of United Kingdom, had sacrificed Coventry for confusing Nazi Germany, and accordingly wins the final victory fighting against Nazi Germany. Thus, the public leader always is hard to abide the highest ethical and moral standards in the world which is filled with crisis, but they must keep the basic morality.

In short, a public official must keep the basic ethical and moral, if he/she want to become one effective leader. Even if he/she never mind if he/she is a brilliant one, as one qualified official, he/she still need to maintain the bottom line of ethics and morality. Simultaneously, people should understand it is unpractical to evaluate one political leader with the highest ethical and moral standards.
