Argument 175
The following appeared in a letter to the school board in the town of Centerville.
(1)"All students should be required to take the driver's education course at Centerville High
School.(2) In the past two years several accidents in and around Centerville have involved
teenage drivers.(3) Since a number of parents in Centerville have complained that they are too
busy to teach their teenagers to drive, some other instruction is necessary to ensure that these
teenagers are safe drivers.(4) Although there are two driving schools in Centerville, parents on a
tight budget cannot afford to pay for driving instruction. (5)Therefore an effective and mandatory
program sponsored by the high school is the only solution to this serious problem."

The writer to the letter strongly requires that a mandatory driver's education course should be adopted by Centerville High School. To support this requirement, the writer cites that teenage drivers were involved in several accidents in and around Centerville during the past two year. Since many parents are too busy to teach their children driving and the expense of two local driving schools is too high for some families, the writer claims that mandatory program sponsored by the high schools is the only solution. The requirement seems quite reasonable at first glance, whereas a closer scrutiny would reveals several logical flaws which render the requirement unpersuasive as it stands.

To begin with, the evidence showed by the writer that several accidents in and around Centerville have involved teenage drivers does not prove there is need to give driving course to teenagers. For one thing, there is no sign revealing the accidents involved teenage drivers are increasing or take larger part of total accidents. For another, we can not simply assume that all these accidents are caused by unsafe driving of teenagers. It is quite possible that teenage drivers are victims of those adult drivers who are drunk or driving carelessly. Unless the writers provide more information that can prove a clear correlation between teenage drivers and accidents, the following suggestion is only poor supported.

Next, the writer states that an effective and mandatory program sponsored by the high school is the only solution to this problem without ruling out the possibility of other effective solutions. For example, as the writer says the high driving instruction of two local driving schools makes parents on a tight budget cannot afford top ay, we can ask government to set a price ceiling for these driving school or ask them to lower the price for teenagers. Without ruling out other solutions, the writer can not convince me that driver's education course provided by the high schools is the only solution.

Even if assuming that driving course offered by high schools is the most effective solution, we can not decide this course should be mandatory so prematurely. Some students may already get driving license, or some parents can afford the time and wish to teach their children drive. Perhaps some students just do not want to learn driving at such early age or they are engaged in other scheme and can not spare the time. If the writer does not offer more compelling reasons, I would not see the mandatory course as a necessary one.

In sum, to better emphasize the necessity of offering driver's education course by high schools, the writer need to provide more evidence to identify the correlation between teenage drivers and accidents. And in order to convince me that this solution is the only effective one and must be mandatory, the writer should explain why other solutions are not effective or infeasible.
