The following appeared as part of an article in a local Beauville newspaper.

"According to a government report, last year the city of Dillton reduced its corporate tax rate by 15 percent;at the same time, it began offering relocation grants and favorable rates on city utilities to any company that would relocate to Dillton. Within 18 months, two manufacturing companies moved to Dillton, where they employ a total of 300 people. Therefore, the fastest way for Beauville to stimulate economic development and hence reduce unemployment is to provide tax incentives and other financial inducements that encourage private companies to relocate here."

The article assumes that Providing tax incentives and other financial inducements that encourage private companies to relocate Beauville can contribute to the economic development of Beauville. To bolster it, the author cites the example of Dillton who reduced its corporate tax rate and offer relocation grants and favorable rates on city utilities. Besides, the author also points out that two manufacturing companies relocate there. However, careful examnation of this evidence reveals that it lends little reliable to support the argument.

First of all, the author unfairly claims that two manufacturing companies moved to Dillton duo to the measures Dillton has taken. Nevertheless, there is no evidence to justify the fact that it is the measures which Dillton has taken that result in the relocation of the two manufacturing companies.It is entirely possible that in oder to reduce the trasportion cost of their products the two companies decided to relocate there. Without elinmating this possiblity, the author's argument can be rejected out of hand.

Secondly, it is possible that the police taken by Beauville would not suffice to ensure similar results in Dillon elsewhere results from other factors such as different economic enveroment between two cities,that might have contribute to the reloction of two companies. Given this scenario, the author's conclusion cannnot be taken seriously.

Thirdly, in conluding that to develop the economy of Beauville providing tax incentives and other financial inducements is a fastes way, the author asserts that the measures are nesscary and sufficient for this. However, the author provides no valid evidence to substantiate either assumpion. Lacking evidence, it is just as that developing the tourism industry would be equally or more sufficient.

In sum, the argument is indefensible as it stands. To better surppot the argument the athour should supply more information bout the development of Dillten. Also useful would be any inf
