The speaker asserts that government should circumscribe scientific research and development as few as possible. To my opinion, it's not proper for government to place too many restrictions on the scientific research and development, but government shouldn’t take a laissez faire attitude on this question.

Admittedly, the scientific research and development prompts the progress of society and improves our lives to a great extent. Human society has such a prosperous situation today due to the scientific research. The development of science improves the social productivity greatly, saving the labors in the work, leading to the obvious increase of material wealth. For example, the application of computer in the industry set many workers free from the labored work, but the production level has increased so much. Furthermore, the scientific research makes the lives more convenient than before. We can go to most of areas in the world by the newest vehicles, which is impossible several centuries before. No one can ignore the contribution of the scientific research and development to the progress of our society and the improvement of living standard.

So government shouldn't intervene in the scientific research too much. Government has its own mechanism of policy deciding, but scientific research obeys the scientific regulations. There may be conflict between them. Sometimes the government lacks of long-term plan, the policy may check the scientific research. The aftermath can be huge enough. As an example, the government closed a factory according to a act to subscribe the monopoly of one medicine factory, which was used to produce some necessary stuff for this company. After that, a medicine’s research has been in abeyance for five years for lack of such stuff. In fact, the medicine factory can't generate a monopoly threatening to the market through a deep investigation in the end. There maybe millions of dollars' loss in this case. The impolitic restrictions may be bad for the scientific research and development.

However, there is also negative influence along with the scientific research, and the government should place some restrictions on it. For example, the cloning technology convinces people of menace to ethic. If this research was used in human beings, there will be confusion in the identity. Another example is the environment pollution following with the scientific research. There are more and more factories to accept and transform the scientific research fruition into the production, especially in the newly industrialized countries. But the problem is the pollution from these factories is increasing year by year. If there are not effective restrictions from government, the environment will become so bad that human beings can't survive. To some problems, the government's restrictions are necessary.

In addition, government's restraints about scientific research should be limited in a proper scope according to the property of research. If a research may bring a marked arguably result, which may be bad to the society, government should place more restrictions on it to control the orient of research. To the contrast, if we are ensure that a research is good for us without obvious byproducts, government shouldn’t intervene it too much to inhibit its development.
To sum up, the government’s restraints on scientific research should be weighed thoroughly. Government does seek a balance between prompting the development of scientific research and unthreatening to society.
