Public opinion polarized into completely opposite ones on issues that public resources should be used to deal with social problems such as poverty and unemployment rather than support art. I agree insofar with the speaker that public resources should be used to help people who are hungry or lack the basic skills needed to survive. However, in my view, it is equally important to fund on arts. In other word, we may use public resources to handle with poverty and deficiency and support arts at the same time.

Admittedly, it is vitally necessary and essential to use public resources to help people who are still hungry and lacks the ability to survive. According to the well-known theory of Maslow's Needs Hierarchy, the fundamental need of humankinds is physiological need, including food, sex, and survival in the society while the need to appreciate art is a kind of social needs that has lower priority to physiological need. In other word, food is more fundamental and necessary for human beings than arts. Therefore, when it comes to the potential uses of public resources, social problems such as poverty and unemployment may earn higher priority than arts. And these social problems will be more or less alleviated by means of the support from public resources.

Nevertheless, the speaker claims that we must solve these social problems completely, and then we could use public resources to support the arts. Few would argue that it is almost impossible for any country not matter developed or developing to ensure that no one in the society is hungry or unemployed. From my perspective, as long as the society could achieve general welfare, we can use public resources to support arts at the same time dealing with sever social problems in the sense that arts plays a significantly critical role in our daily life. First and foremost, no one can deny the importance of arts. It acts as a public vehicle for universal communication, which allows individuals to express hidden emotion and their own ideas through paintings, music, and movies toward the world as a whole. And these original ideas and emotion are sometimes the impulse and motivation of the whole generation and entire world. Consider myriads of notable figures such as Vincent Van Gogh, Da Vinci, and Monet whom few would disagree were eminently successful in the realm of arts. Their works depict a wonderful vision, which reflect basic human instinct calling for harmony, balance.

Furthermore, another function of arts is it often acts as a form of propaganda which could be utilized to raise fund and support for solving social problems. According to a recent study concerning arts by Time, nine out of ten respondents have said art has its commercial function and they are often influenced by advertisements where art seeks to sell a product. Under this circumstance, art could be used as a tool for propaganda. Similarly, we could give publicity to social problems by means of art so as to drive far more attention on the social issues. For example, charities in the form of arts show, concerts and auction of art works help us raise fund, obtain public attention and support which may be the key to handle with social problems like poverty, unemployment, and so forth.

Finally, perhaps most significantly, the speaker seems to ignore the fact that material and spiritual needs are complementary. Hardly can we imagine what humankinds will be with the absence of either one. Notwithstanding our world will be full of hungry people, and laid-offs if we do not deal with these social problems. Without art, our live be doomed to blank and monotonous.

To sum up, I concede that people's material needs have higher priority to needs for art. Yet, balance need to be established between material and spiritual needs. And public resources should be utilized to solve social problems and meanwhile support arts.
