Issue 69 "Government should place few, if any, restrictions on scientific research and development"

Whether government should place any restrictions to scientific research and development? In my view, the conclusion should be reconsidered based on what kind of the scientific research is and how will it influence to our society.

Admittedly, thanks to the development of science, our modern people have enjoyed great convenience and efficiency in our daily life. Thanks to the great progress made in medicine, quite a lot of diseases that once were fatal to us have been overcome successfully, and the average expectancy of our human has increased from less than 50 in the early beginning of 1980s to almost 75 years at present. People, who live in the most developed counties, like Canada and North Europe have almost reach 78 years old on average. Thanks to the amazing changes taken in the vehicle devises, it turns to be easy to travel around the world; people who are in America in the morning may just take Chinese food as dinner in Beijing at night. And, at the same time, we should never ignore the great efficiency it brought to us, together with the diverse modern applications in our houses. Thanks to the appearance of computers and internet, the distance between one and another has never been too far; even two friends living in the opposite side of the earth can have face-to-face chatting by instant messages. There are of course many more examples that significantly show us how wonderful benefit the development of science and technology brought to us.

So as the government, that burdens the responsibility of the development of the whole society, when facing such scientific researches, their attitude should be quite opposite and even provide funding, never place restrictions. Realistically, in the development of science, government plays an important role as a prominent power to push it forwards. On the one hand, it is because government alone serves as a great demand or need which asks the development in science for the society's improvement or state's security. For example, the internet, as the very early beginning, is an advent to assistant information communications in a physical researching group, which is prompted and funded by the American government focusing on space explorition. Such cases are not rare, for the researches and study of new technology or science is at the beginning to meet the need of government, in both the military field and others. To add up, there are also many more scientific researches, which are in need for the support from government. It is especially true for those basic or purely theoretical study, which may, in a short term, cannot change into productivity. A significant example is one study of biological field, which focuses to draw out the gene picture of our human. This great research will last for 15 years, and world-famous scientists from 8 countries cooperate together on it. Considering its great investment and uncertainty, only the government has the ability to invest in it and give supports, no private cooperation would like to do so. So we can see, for the development of science, government can sometimes plays an important role to thrust it.

What is more, at the time we are enjoying the great benefit brought by the development of science, we will also never ignore their negative effects. These days, the increasingly urgent pollutions to environment, the damage to the ecological balance, the quite frequent traffic jams and traffic accidents have attracted more and more attentions of our whole society. All those appearance is the byproduct of the development of science, which as a result calls for the restrictions promulgated by the government. Only through this way, will the enterprise and individuals restrain themselves, do less pollution to our environment and then pay more and more attentions to environmental protection. In the last 20 years, many countries, especially the most industrialized ones, have recognized the great damage brought by the technological progress, and have tried to control its speed of growth. At the same time, they have published laws to regulate people's behaviors, in order to protect environment, and make sure the continuous development for our offspring. What is more, for those researches, whose results are controversial or even contradict with our morality and ethic, government also publishes certain regulations to ban them. Significant examples are the researches about clone. Since they will cause quite a lot of problems in both the field of morality and society, many countries, like the United States, have banned it. So we can see government should make restrictions to some certain kinds of researches, in order to make the continuous development of our society and also to prevent causing moral and social issues.

At the same time, we should also pay attention that science has its freedom, which should be respected by the whole society, including our government. As long as its study does not run against the laws or the principles of our society, we should never place restrictions or make any interference, through this way, the creativity and potential of our scientists will be exploited perfectively and then there will be more and more amazing inventions coming out and flourish our society.


To sum up, government should do restricte to some scientific researches, considering their influences on our society; however, otherwise our government should respect the freedom of science, and make sure its development.
