People are born equal. It is human nature to seek equality and vote for his interest. However, the absolute democratic of a whole poll on every single decision for the integrity is just not an effective way, thus comes power, a natural derision of part democratic, which means that people choose someone they trust to give opinion and make decision on behalf of the all. Yet, just like a coin has two sides, without a careful balance between centralization and restraint, it will harm its effectiveness in the use of power.
On one hand, if we centralize the power too much, it would be dangerous for that the utter power itself may partialize one side too much and thus dwarf the needs of its opposite. The extreme example of absolute power is monarchy, which is obsolete gradually by history. In Qing Dynasty, the emperor decided that it would be of the greatest interest of its people to disassociate with the outer world to maintain the prosperity of the nation and the loyalty to his rein. However, this decision made the whole nation to miss the chance to get benefit from the industry evolution as the rest of the world and at last made itself lag behind in development. Later, the war taught the nation a lesson how much they missed and how vulnerable they were through the time under absolute power. Were there no people with sage that opposite to the emperor's blind decision? I don't believe so. But the voice of protest was overwhelmed by the centralized and unlimited power and thus counted for nothing in the final decision.
On the other hand, if we put on too much caution and restraint in the use of power, the power will be effeminate and therefore cannot fulfill its very initial target of represent and make decision more effective. Napoleon is known for his quickness. Were he to render every order in the war to a board that exercise caution and restraint, there would be no way that he can achieve so much triumphs throughout his life. As there's an old Chinese saying goes, as the general are in war, he can refuse to take some orders of the emperor. This illustrates the traditional Chinese wisdom in power that too much caution and restraint will blunt its effectiveness. As we reconsider the surge of power, we will find the power itself is not born for total agreement, which even absolute democratic cannot accomplish, but for effective and representative on a good balance.
Just like a level with one hold, centralization on one end and caution and restraint on the other, the balance stands for the effectiveness. With either end goes too much, the balance will be loose and the effectiveness will be undermined. Only through careful designed and mature system that select power and ensure the necessary caution and restraint, will the use of that power actually achieve the point that effectiveness can be best carried out by the people in position. |
