Government should pay more attention to health care issues than on environment issues.
It's not exaggerating to say that health care to people is like sunshine to flower while environment to human is just like water to fish. However, based on personal experience and life style, there is no consensus among people in whether government should concern more on health care issues or environment issues. As far as I am concerned, we shouldn't simply make our decision, it depends.

To begin with, in backward country, such as many African countries, government should pay more attention on health care issues. People lived in these countries suffer hungry and cold and the survival rate of their child among the lowest of the world. Consequently, local government should spare no effort to help their residents surviving and take efficient measures to deal with health care issues.

In addition, in developing country, such as China and India, government should concern environment issues at least the same as health care issues, if not more. Although people lived in these countries have solved the problem of food and clothing, they want to live a more happiness life. The improvement of economy which is rapid developing at the cost of environment brings us not only the happiness but also the pain. An increasing number of people suffer disease link to polluted environment in recent decades. Accordingly, local government should pay sufficient attention on environment issues.

Finally, in developed country, such as American, government should concern more on environment issues. These countries have a well-found health care system and they spend considerable money on welfare of their citizens, but local government fail to take into account the environment. Meanwhile, the environment issues are globe problems and developed countries, which run most of their polluted industries oversea, have more responsibilities for these issues. Hence, measures should be taken by these governments to handle the globe environment issues.

From what have been discussed above, we can safely reach the conclusion that different government should concern health care issues and environment issues in varying extent.

However, based on personal experience and life style, there is no consensus (consensus表示意见一直。。既然已经一致了，怎么又出现了选择呢?)among people in whether government should concern more on health care issues or environment issues.(我觉得这段的前半部分没有提及health care 和 environment issue 哪个对于government更重要，而只是比较了health care 与people,envrionment 与hunman，而二者并不矛盾) As far as I am concerned, we shouldn't simply make our decision, it depends(it depends 比较口语化，尽量不要出现在作文里，且本文的中心思想是government should pay more attention to health care issues,是肯定的语气喔~)
