TOPIC: ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."


The speaker asserts that the necessary characters of an effective public official are alleged to be the highest ethical and moral standard. However, as my point of view, compare with the moral and ethics, the capability of addressing affairs of collective or nation should be more crucial relatively for a outstanding leader who concerns more of the interest of the organization or state where he belongs to.

According to the statement, the effective leader should be an outstanding, splendid conductor to conform to the paradigm constructed by people with high standard of moral and ethics. Nevertheless, a great leader who achieves such a high position won't be pure during the persedure of gaining power. My teacher at my university once said (and I paraphrase):"All the effective, palmary leaders are considered to be the combination of seraphim and Satan." The standard of such leader must involve strict self-discipline and adequate capability to qualify the meaningful occupation. They might reduce the standard of moral and ethics when the conflict happens between the moral standard and the survive of party which he serves for to ensure the collective interest to be kept. A case to this point is the strategy of certain military operation. The commander will never reveal their intention to the rival and even maintain them as top secrets for the fundamental principle that was described as "the mercy to enemy must be the sentence of death to ourselves."

Moreover, an unscrupulous man or a demagogue with competent ability to address affair and diligent action might become a rapid developing leader such as Hitler who becomes the leader of Nazi which appeared on the earth as a nightmare of human being. Another example should be Clinton who stimulates the economy of USA by establishing the information highway, the scandal of him and Lewinski never cause the panic or drawback of society, to the country, we are convinced that only the complete law and social opinion can regulate the society.

However, the idealist who chases the Utopia always existed in the society. So the desire of eternal perfectness will last long no matter which regime of the society or any period during the history.
The leader who appeared as a public figure elected by people should be responsible to the citizenry by achieving the high internal standard of moral and ethics or at least external, just like what they are anticipated as a candidate. History tells us that all the autocrat who unduly discard moral and ethics won't maintain the power for long time. The example of Hitler mentioned above come into mind immediately. This great dictator ultimately received the trials of crimes against humanity and the judgment of the world as a whole

In conclusion, I partly agree with the assertion given by the speaker. The moral and ethical of the effective leader are proved to be a case-in-case basis. On the respect involved interest of collective or a outcome of a war, the priority of moral and ethics should be lower to give way to the general situation. However, the self-discipline of these effective leaders shouldn’t be dismissed for the purpose of being an admired paragon in front of the demos.
