Government should place few, if any, restrictinos on scientific research and development
The speaker alleges that government should place few restrictions on scientific research and development. I concede that the scientific is a significant area in our society, but if the district is suffering from the poverty the government should not put the concentration on the scientific research. And also, the scientific researches which are harmful to the society should be forbidden.
To begin with, it is the technological innovations that push the society forward. In many aspects, the science and technology liberate the whole society as well as the productivity of human beings. The first industrial revolution made the Great Britain a Kingdom of machine. Then, the west rise abruptly and gradually surpassed the East Empire. The world become smaller by the invention of ENIAC--the first computer, in 1946 and the generalization of net work and information technology symbolized that we are stepping into a times of data and information. Nowadays, computer as an significant tool for modern human plays an increasingly important role in life. A computer that connected to the Internet will provide huge information about the world and make communication among persons conveniently. People can get the information and deliver the information just at home, such as reading e-books, shopping on line and so on.
Moreover, when the scientific researches in importance when compared to clothing, food, and shelter the government should make use of financial supporting properly to assign a priority to the social problems about fundamental needs. Many problems brought from the poverty may lead to the instability of the society. In ancient China, there were many wars which were provoked by the famers. At that time, the wealth was put together in the rulers and the famers' lives were very difficult. They were ordered to do many hard works but couldn't get enough rewards. In the end, they provoked the war to resist as they could not bear that kind of lives. In the final analysis, the scientific research should base on the economy and the stability of the society. The government should place few restrictions on it in developed countries.
Finally, I don't deny that some scientific research personnel have harmful objectives. The computer virus is a typical example. The computer virus should become the most trouble thing to operate a computer and lead to millions of dollars loss. Furthermore, On account of the improvement of chemistry, smokable methamphetamine (we can also call it ice) replaced the traditional opium. A milligram of ice can easily destroy a man, a family and even a nation. In addition, the biological weapon and terror cause potential threaten. The incident of Bacillus anthracis in the US symbolized that the biological terror has caused actual threatens to the international security.
To sum up, whether the government should place restrictions on scientific research depends on many factors, such as the economy, stability of the society, living conditions of the residents and so on. In developed countries, promoting the scientific research will not only be benefit to themselves but also to the whole world. |
