这是录取信吗，可以拿它去签证吗？

我收到的和I20表一起的来自graduate school的内容如下不知道是不是官方录取信，（我是被双录取给了全奖的学生）劳烦版主给看一下，拿这个签证可以不，行谢谢了！

English translation of Masters Degree Certificate

另外想问一下我这个签证难度是不是挺大我托福72学校要求79，学校要求要么入学前考到79，要么上ESL part-time 的课
学校给的全额资助，是TA包括学费全免，一年13000美金资助另加3200美金的校长奖学金。

谢谢版主，这么及时，学校寄来的就是原件，楼主，你看我拿的是TA，但托福才72，我当时申请主要是因为论文一作有十几篇，可以说学术研究成果多，另外学师范专业，在系里代过课，所以导师给我争取了TA，请版主给提点签证意见！
