How to be an effective leader is a long existed question full of controversy, however before we talk about the issue, we should have an idea about the definition of an effective leader. In my opinion, an effective leader is such a leader who is trust worthy, full of charismatic that can bring people hope, gather people together, and lead people fight for the goal they desired, but give his enemies no weakness to attack to. In order to meet these requirements, one must basically maintain the highest ethical and moral standards first. The reasons are as followed.
   First of all, maintain the highest ethical and moral standards can make a person trust worthy which is a key factor of an effective leader. Humanity is such a kind of social specious that they must live together and help each other, in order to maintain the relationship among all of society numbers. During the long distance of evolution, mankind developed a serial of rules, which we know as ethic and moral. Ethic and moral are the most valuable standards of human society, they are always used to judge whether a person is a good person or not, and whether a person is worth to respect or to despite. So if a people have the highest ethical and moral standards, he will obviously be regarded as a good person and also receive more respect. And if a person is regard as a good person, he will definitely be easier to be trust with and rely on. As for a public official, be trusted by people he rules is a crucial factor that can decide whether he can be an effective leader or not. Imagine, if a public official win the trust of all people he rules, these people trust all what he said, do all what he order, then he will be nobody but an effective leader. On contrary, if a public official cannot maintain the highest ethical and moral standards and even worse than civilians. His scandals are always headlines on newspapers and what he did are always jeered by others, his enemies attack his ethic and moral problems every day, how can he win his voter’s trust? And if people don’t trust what he says, and don’t do what he asks to do, how can he be an effective leader? Form reasons mentioned above, we can understand why maintain the highest ethical and moral standards are very important to a person to be trust.
      What’s more? Maintain the highest ethical and moral standards can help a public official serve the society better, and make his leadership more effective. As we all know, a public official’s job is to serve the society, ethic and moral are rules of society. Therefore if a public official always maintains the highest ethical and moral standards, he will deeply understand and always be sensitive to the rules of society. If the society has some problems that fly in the face of the rule of society, he will find out immediately and correct it soon before things become serious. And if a public official can identify the problems of his work and fix them immediately, he is no doubt working at a high efficiency. For example, if more and more people in a community earn money by hook or by crook, and the community has public officials maintaining the highest ethical and moral standards, these public officials may soon identify the problem, and find out some measure to deal with it. But if the community is full of corrupted public officials who are thinking about how to get more money all day long, when these public officials know some people earn money by illegal methods, they may ally with these people, and the problem will become worse.
     All in all, whether a public official can maintain the highest ethical and moral standards is a crucial factor decides whether he can be an effective leader.
