With the rapid development of society, governments encounter endless problems stemmed from the complex society--- one solved while more appears(赞). We can categorize these problems into two kinds, the immediate problems and the anticipated problems. It is unrealistically to solve all the problems in time with limited source and time. Thus governments weigh the two kinds of problems before some measures are taken. In my view, we should call for a balance between tackling the immediate problems and the anticipated ones(between...and...,and后应该也需要doing形式的结构吧?).(层层解析~赞~)
The immediate problems always involve the public security and the stability of society. In some respect, governments should focus more on solving the urgent problems. If our government cannot handle the immediate social problems, public panic, riots, strikes, for instance, which do harmful(harm) to society, would come consequently. Thus, resolving urgent problems correctly and promptly is the guarantee of the normal and all-round social development. In retrospect the Wen chuan earthquake in China on May 12th, 2008(好例子~)--- an ineffaceable miserable memory of every Chinese. Our government takes responsibility for the rights of all the citizens, troops were sent into the area to help people in spite of the destroyed roads, crumbled mountains, and earthquakes aftershocks. Though catastrophe it is, our government carried effective strategy to save people and planed reconstruction, thus not only free people from the shadow of threaten but also make the whole country cohesive.
However, the anticipated problems cannot be ignored no matter they are not urgent now or the impact they bring have little influence on us. Undoubtedly, the destiny of our society maybe largely influenced by some of the anticipated problems we faced today. Take the example of developing new source of energy, which aims to find substitutes for petrol and other mineral energy. With the rapid development of technology since the Industrial Revolution, our society rely more on the petrol and other mineral energy which have been consumed in a prodigious high speed. The great anticipated problem comes to us is the Global Warming caused by the pollutant emitted by using of these source. The result predicted by scientists is that some countries near the sea would, gradually, sink below the sea due to the melt of icebergs by global warming's impact. Moreover, there exist plentiful unpredictable anticipated problems which may cause damage to society if we don't pay enough attention and try to solve them by now.
While the immediate problems are given priority to be solved, government should at the meantime commence to unravel some anticipated problems. It is easy to image that how great the expense it will cost to take emergent measure when the anticipated problems occur abruptly. And actually, the progress of solving immediate problems to some extent related to the anticipated problems. What government does to solve the urgent problems has some positive effect on the anticipated problems. An example which can show this point is the ozone hole, which is an ozone depletion area called by scientists, will let he harmful ultraviolet radiation from the sun threaten lives on the earth. Government are now taking measures, enact laws, sign agreements on the protection of the ozone, turn to reduce the greenhouse gas emissions, for instance, to minimize the injury caused by ultraviolet radiation. In a long term perspective, the ozone depletion may be slow down or even recover to a normal condition.
In sum, a balance between the focus on immediate problems and anticipated problems is needed because that our society is a huge complicated net which contains lots of interactions.(万用表达~学习~) Government should pay enough attention on(to) both problems but deal with them flexibly as well.
