The speaker’s notion is obviously too one sided and lack convincing factual evidence in real life. That education is a systemic tool of a country to cultivate its demanding workforce is an impeachable statement, however, the speaker only cast a provincial vision upon the uniformity of the issue and ignored versatile situations in different parts of the country ,further more ,the notion of whom made a mistake in dispatch
of power to local government.
The prudent solution of the matter would be that the central government put regular meetings with magistrates into agenda, and seek out the proposal of curriculum decision suitable for every state,however ,in political decisioning,especially those dabbling in interests of different states---it’s always easier to say than to carry out the proposal. So, the practicability of the speaker’s assertion is a doubtful issue and requires deeper reflection. Upon a philosophical plane , uniformity should be the congregation of disparity and there is no reason to replace local curriculum with a so-called standard curriculum setting. Different schools have various situations that officials of the Congress can never imagine. The pan-nation curriculum ,if there is one,can never cater to the need of a school for deaf-mutes, the standard could only seem too high to reach ,and it would be torturous for the students to learn all the curriculum set for normal or above-average students. Other institutes including technical schools will not accept the curriculum for it simply goes against their goal of running such schools. For those not intending to enter colleges but planning
to acquire a job ,technical skills are what they are yearning for ,not a normal set of curriculum that temporarily offer no utility to their first career goal.
In addition , geographical differences are also a barrier in forming such a curriculum, citing the far west for example---lagging education foundation caused the children’s faculty to read and write below the average level among peers of the same age group.Judging from the above ,the national curriculum mentioned in the speakers’ assertion is impracticable and provincial.
Another critical thing to note is that as the tempo of the development of education level varies from state to state ,and not to exaggerate ,even from community to community, the reform of the curriculum would be hard to keep pace which will finally lead to the collapse of the system .But if the magistrates and principals hold the power to establish curriculums tailored for their states or institutes,problems will not present as frequent as in the unified curriculum system. Given the institute is for retarded children, headmasters should be able to discuss with teaching staffs and decide when to introduce or tick out special reading lessons in accordance with the children’s intellectual development --- therefore improving children’s learning ability at a pace acceptable.
To sum up,the speaker’s assertion is of little convincing power,and ostensibly overlooked the gaps of education level between different parts of the nation ,upon which I strongly recommend deeper investigation of the educational situations nationwide before abruptly coming to the conclusion that a nation standard curriculum should be established. |
