69"Government should place few, if any, restrictions on scientific research and development"
In thousands of years, the restrictions with any claims on the scientific research and development have been proven so incorrect that not only the Scientific knowledge itself was hindered nor the human could walk out from the ignorance. The significant discovery in the history always comes from the breaking the old doctrine. And the limitation on research actually obstructs the advancement in social progress and in some ways, decelerates the eclipse of the superstition and prejudices in human minds.
However, in some certain times, restriction seems not inappropriate.
To begin with, as we can see from the history, the significant discovery always comes from the ideas, which used to be regarded as ridiculous or heresy in the past and restrictions always originates from the claims of conservation of some ignorant ideas or ideology. In French, in long time, evolutionism had been demeaned in academia and biologist could hardly even talk about this issue in the papers. Seemingly, Autocrats have enough excuses to delay the funding in these themes for ever. Then restrictions took its place. The only way to justify or refute or even evaluate the theory is leaving that to be researched by the scholars. Paradoxically, the authority seems always know that in advance, which clearly deviate from the essence of the academic study.
Also, restrictions on sciences could impede the driving away the ignorance and superstition and decelerate the social progress. With the improved navigation and accumulation of geography knowledge, in the 15th century, Spanish and Portuguese discovered the new route of voyage and fetched a great deal of wealth from the trade and robbery. But the wealth in turn made them conceited and conservative, instead of further improving the technique and making more discoveries, they drive all the hetero-religion people(and even killed some of those who have already forced to transform their religions), who actually master more knowledge, and their Catholic authority prohibited any youth from going abroad to learn any scientific knowledge. From then on, without persisting innovations, both the Iberian countries slow down their development compared to their neighbor. The same scenarios have also happened in many countries.
However, in some circumstance, imposing some restriction on the research could keep the society and country safety. With development of science and technology, people could be less difficult in changing everything by their willingness. By when people could change themselves, things come different. As the more and more gene-related experiments finished with amazing result, the related ethical issues have been brought to the public. For example, if one day, changing our gene as easy as producing an automobile, what should we evaluate these deed ethically? If we are allowed to do this, the great unfairness will appear, because the wealthy people could always spends a lot of money in seizing those excellent genes, which may probably bring their children more successes. If we are not allowed to do this, many inborn diseases may not be cured. As well as the concerns about cloning people, government should restrict these researches beforehand to leave enough time to figure out all these significant issues. At least people need more time to adjust to these new things.
Although in some cases restriction maintained its reason, while, generally, less restriction will largely promote the science, for the reasons as we have mentioned, people should not be restricted in their conservative ideas and prejudice. And less science knowledge may somehow cause more ignorance and the whole society would become more inward developing or stable. |
