Should government place restrictions to scientific researches and development? I mostly agree with speaker that government should put few restrictions, while 是表示句内转折还是跟下一句的转折呢?government cannot let researches drift. A series of guidance and rules related to public supervision and ethical principles should still be put to regulate various scientific researches by government.挺好。
It is a myriad 有趣of researches that boost the emerging of new technologies and products in large number, and in turn drive the development of entire society. Productivity promoted by scientific researches is also a significant foundation and source of energy by which a country can thrive healthy and strong. Furthermore, people's level of lives is directly related to these new technologies derived from fruits of new researches. New cars with a stronger safety system, advanced well-performed computers, modern fashionable dresses made of latest invented material, all of these are providing incredible comfort and conveniences to human beings.怎么感觉这一段有点稍微的不扣题呢?题目是政府对科技发展应减少限制,这段很费劲弄明白科技的贡献,跟政府好像关系不大哦。。。
What's more, granted that the world has been developed into a relatively higher level compared with past, there are still a mass of problems, which related to various fields, waiting for solutions. For instance, population problem, environmental problem, energy problem, and many incurable diseases at the present times, these entire problems are badly in need of immediate solution given by people. In fact, to overcome these obstacles, people can only turn to scientists for help. Through further scientific researches, it is possible that people can deal with some of these problems in near future.前两段可以和下一段放一起做一大段。这样可能会更明显更扣题一点。
Taking reasons above into consideration, the significance of scientific researches and development is quite clear. Being the representative of public interests, government has the responsibility to give a harmonious environment for scientific research and development to thrive. An ideal environment has advantages to attract talents as well as patronage, then benefits to the whole level of researches. Well development in scientific discoveries will absolutely produce more advanced technologies and products, bringing benefits to public interest and future of country.
However, putting no restrictions to all researches might cause some undesirable consequences. Firstly, scientific researches on military should be strictly imposed restrictions on. For example, researches on weapons of mass destruction such as nuclear weapon, chemical and biological weapon and genetic weapon put unpredictable danger on human’s future. Unrestrained researches on these weapons and methods of warfare are likely to lead to a fatal result to human beings, because usage of these weapons may lead to a tremendous disaster, killing vast quantity of people. Therefore, government needs to control this kind of researches for the sake of a peace world. Secondly, government should also regulate those researches that give rise to controversy of ethics among society. For instance, opponents of the stem cells research argue that embryonic stem cell technologies are a slippery slope to reproductive cloning and can fundamentally devalue human life. The pro-life movement argues that a human embryo is already a human life that is entitled to protection. For the reasons above, objectors contend that kill an embryo for purpose of research is inhumane and should be forbidden. Taking the benefits this kind of research and the controversy it has aroused, government needs to find a solution, which can put these controversial researches under reasonable supervision and control. To achieve this goal, government can turn to legislation and public supervision. By enacting relevant laws and regulations concerning the dilemma in researches, all these controversial researches can be well regulated. Thus, a balance can be found between researchers’ need to make advancement and the threshold line of ethical principle that public stick to.里面的两个例子很典型。

In sum, the attitude of government towards scientific research and development can like cultivating plants. On one hand, providing fertile soil for plants to thrive, but on the other hand, unbridled sprawl of plants is not indulged, and trimming of branches is still required.
