Scientific research and development aim to search the nature and improve technology, bringing about better life to human beings. Its essential goal is to make people understand the world they live in and bring convenience and luxury to people's lives. However, some scientific research has challenged the aim above and will trigger negative influence to people's lives. As for these research and development, government is responsible to lay restrictions.

Since government has responsibility to protect its people and lead the society to better destiny, they should place restrictions on scientific research and development in any realm. From my perspective, government must confine the methods that scientists use to research and the area of scientific research and development to the standard that all research should be accordance with the essential aim to conduce to people's lives.

Nowadays, some scientists tend to pursue scientific achievement by all means. As the economy has become the key to society, a proportion of scientists are conducting research in order to make economic profits, regardless of other effects to society. With the motivation of profits, they tend to develop all areas, including the controversial ones. Biologists now are researching how to create food for human beings. With the technology of transplanting genes, they are able to create fruit and vegetables in gigantic size and attractive colors, poultries with a large portion of meat. It seems that these economical and beneficial foods would attract customers and thus bring enormous profits. But the side effects of the foods are ignored by the researchers. Without examining whether the transplanted genes would trigger disease or not, the food has been put into market. Furthermore, motivated by curiosity, some scientists are devoted to research human cloning, which is against ethics and trigger disastrous effects to society and human civilization. If no restrictions are set to the research area, people’s lives would be in danger, since they may eat unsafe food and do not know where the future would be led to by scientists.

The research method they use should also be restricted. In order to achieve goals, some scientists would take harmful methods, without any consideration of the destructive results. To research the Antarctic area, scientists in large numbers came to the continent. Their constructions and research along with trashes they produced have been damaging the fragile ecological environment there. The same situation has happened to Arctic area and Mount Everest, which would directly affect the global climates. Threatened by the dangers of flood, hurricane, stormy as well as global warming, how could government permit scientists do whatever they like? Nowadays, some researchers even conduct medical experiments on some poor people after paying them large fortune, which seems a reasonable trade, but the failing results turn out to be murder which is totally against justice. Since the ethics can only criticize the behavior but can not punish it, it is government's responsibility to restrain such immoral scientific research and development.

Thus, restriction must be set by government in order to assure the results of scientific research and development would always benefit society and contribute to people’s better life. Government has duties to recognize the dangers brought by science and technology and prevent them before it is too late. If the choice is left to the marketplace and scientists’ will, a variety of new research products would appear, changing people’s lives where we are no longer human beings.

As people without restriction of laws would have no virtue but evil, scientific research and development without any restriction set by government would not bring better life but dark and desperate future. In conclusion, government must restrict the methods and areas of scientific research and development to guarantee the improvement of society.

（1）社会习俗、道德体系是怎样形成的。
A 社会习俗是建立在人们所掌握的技术的基础上的。比如建筑技术的革新使人们居住条件、居住要求发生改变。
B 道德是人们判断是非、正义、美德的理论。随着社会发生变革，道德标准也发生变化。比如文艺复兴。而社会变革则是由技术革命引起的。比如工业革命，追求经济效益，妇女的地位、工人的地位发生变化，要求平等的权利。
（2）现代技术决定了人们做事的方式。改变了传统的习俗，形成新的习俗。比如工作、学习方式。尊重老师等
（3） 现代技术也使人们形成新的道德观。比如技术使人们开始追求经济效益，一切为了钱。

占位，话说你怎么只写35分钟呢？

小木耳，我就不一句句改了哈~figuechen已经先我一步了嘛
   总的看下来，我觉得这篇算很不错的呢。第一段说有些科技违背了目的，第二段说政府有责任来保护人类，所以要管制，第三段和第四段开始说有些科技的bad things.从手段和研究领域说
  这样感觉下来段间逻辑稍有奇怪， 感觉第一段和第三段和第四段紧密相关。然后第二段不如放在第一段。
   先说政府的责任是干嘛嘛， 然后呢，有些科技违背了目的，所以不得不出手， 然后第三段和第四段就讲科技如何违背了目的，每段结尾都小扣一下题目。你看这样会不会好些。。。anyway，还是写你自己想写的东西吧。
   然后开头，我建议稍微对题目有所直接回应。感觉就像先摆个擂台，旗帜鲜明的竖好靶子，咱在指哪儿打哪儿是不。。。不过也可能开头无定势。。。小木耳你觉得要是自己习惯，说不定也可以。。。
   然后论证的点我觉得可以再丰富些，其实，因为全文几乎就一个点因为科技需要管制，政府又有责任保护人民，所以政府要管。但是政府管制也有很多的问题，文中可以开辟一段做做让步。

[第一个转基因的例子好像比较假，如果对健康造成危害又怎么会随便上市呢？可以这么说，转基因可能对环境造成危害，但商家不考虑这点，随便上市。这样似乎更合乎情理一些。另外这段trigger用得比较多，可以换一个词啦，表示这个意思的词挺多的。]

[例子很不错~让我想到了我以前看到的例子：现在大部分国家都有立法来规定实验中的动物使用，尽量避免使用动物，不可避免时也应该严格控制实验条件等尽量使动物不至于死得太痛苦。]

Thus, restriction must be set by government in order to assure the results of scientific research and development would always benefit society and contribute to people’s better life. Government has duties to recognize the dangers brought by science and technology and prevent them before it is too late.
