TOPIC: ARGUMENT17 - The following appeared in a letter to the editor of the Walnut Grove town newspaper.
"Walnut Grove's town council has advocated switching from EZ Disposal (which has had the contract for trash collection services in Walnut Grove for the past ten years) to ABC Waste, because EZ recently raised its monthly fee from $2,000 to $2,500 a month, whereas ABC's fee is still $2,000. But the town council is mistaken; we should continue using EZ. EZ collects trash twice a week, while ABC collects only once. Moreover, EZ-which, like ABC, currently has a fleet of 20 trucks-has ordered additional trucks. Finally, EZ provides exceptional service: 80 percent of respondents to last year's town survey agreed that they were 'satisfied' with EZ's performance."

The objection against the switch from EZ to ABC as the trash collector of Walnut Grove's town is not convincing because it is based on some misleading and old-fashioned statistics.
First of all, the frequency of trash collection per week may not count to the overall quality of the collector's performance. My own experience with trash collecting shows that as long as the trash is well contained before being collected, it will not affect the environment. What is more important is the process of the collecting activity, because without proper procedure and qualified technology, the trash may get easily poured out of the container. Therefore, which company possesses the more advanced technology of trash collection shall be considered first.
In addition, the fact that EZ is getting in more trucks may has nothing to do with the citizen of WG's town, simply because they has not guaranteed that the additional trucks will be put into use in WG's town. Also, no data has been given as to how large the business scale is of each company. One possibility is that EZ may be providing service for far more towns than ABC, and that is why EZ needs more trucks and ABC does not.
Moreover, last year's survey result cannot count for much. Although citizens in the town generally approved EZ's performance, they may not agree with the  price. Therefore, probably they may refuse to pay $500 more to continue the service. And we don't know either whether the survey was conducted with appropriate sampling procedures or with enough sampling pool.
As a conclusion, it may be better for citizens in WG's town to conduct an integrated and comprehensive research into the quality of service provided by the two trash collector company and also into citizen's acceptability of the price-quality ratio. Possible solutions may include: a) to invite experts to compare the details of the services provided by the two companies; b) to invite the two companies to compete and argue with each other in bidding for the service; c) inform citizens of the research result and have them vote for a final decision; d) conduct a large scale survey about the preferred option.

[感觉argument比issue好,貌似大家都是呵呵,有些小错误,不过找的错误都很对啊,建议写个自己的模板然后往里套吧,我还没写模板,刚才那个自己写的是用了北美模板的说~~一起加油吧!]
