题目：ISSUE101 - "Governments should provide funding for artists so that the arts can flourish and be available to all people."

  The speaker's assertion is that the government have the responsibility to provide funding for artists in order to ensure that the arts can flourish and it can be widely shared by all people. Just like the old saying said: Every coin has two sides. We should seperate everything into two parts - the good aspects and the bad aspects. I do not want to discuss the question too absolute. But I have to say I fundementally disagree with the speaker.
  What I want to ask first is that what are the responsibilities of the government? I think all of us can come up with lots of answers. In my point of view, government should protect the basic rights and ensure all the citizens recieve the proper social securities. For instance, the government should always focus on primary schools and high schools, even university. Because being educated is a basic right for all children. The government should ensure all the children are in schools and being educated well. If needed, government should provide funding for children whose families are not rich enough to afford the fees. We can give many other similar examples too, such as the hospital, public transportation and so on.
  However, when we are considering if sponsor the artists should be the obligation of government? I have to say it is not the government's responsibility to help the artist at all. Maybe to sponsor the artists can make more people have the opportunities to enjoy the fascination of arts, such as to go to a concert or to attend a painting exhibition. But the arts are not the fundemental need for people. Can you imagine that our residents who are being tortured by starvation would like to go to see a movie rather than to have some bread? Absolutely not. So I think the money of tax payers should be spent on more practical things.
  Admittedly, arts can bring us happiness and fulfill our spiritual need. So what can the government really do for arts and artists? In my opinion, the government could play a guiding role in this matter. The government could apeal to the society for helping artists. I believe there are many charities in society would like to support the artists with their career. That will be good for both artists and government.
  In sum, I think it is not the governments responsibility to provide funding for artists. It is not included in the obligations of government because the money from tax payers could do lots of help in other more practical aspects in society. At the same time, the government could ask citizens who have the ability and interest to sponsor artists for help. That would be a better solution.
