It might be tempting to agree with the speaker onthe basis that everyone should maintain the highest ethical and moralstandards. However, the speaker neglects the most significant point thatsometimes the regulations are more important than the moral standards.
The speaker's theoretical principle may bereasonable. It is because that everyone have been told that you should be anobly man. Especially when we discuss a public official, the first thing wetalk is her or his moral. Sometimes we think that only a man who maintains thehighest ethical he can be a good leader. In fact, I concede a good leadershould be gracious. A gracious leader will consider the public. Nevertheless, we forget the mostfundamental thing in the modern society, the democratic regulations. With thedemocratic regulations, we can find the way to solve the moral problem happenedin public. As we all know the democratic regulations have the power to restrictthe public official. All the power of a public official will be control by thecongress. For example, the Watergate scandal happened in the second term ofNixon. If there is no supervise of the congress the thing like the Watergatescandal will be more and more. Thanks to the punishment of Nixon. Never ananalogical incident happened in Americahistory. Therefore, we can find the method to constraint the immoralconduct.

At the same time, a public who maintain thehighest ethnical can be an effective leader? I have the suspicion about it.Effective and high moral are two different conceptions. An effective leader mayhave the highest moral, but a public official who are magnificent may not be aneffective leader. This is because an effective leader needs numerouscapabilities. Firstly an effective leader should be expert in conversation. Secondly,an effective leader should have the capability to handle multitudinous fairs. Moreover,to be a leader he or she must be teamwork and have the ability to influencesubordinates. If a public official only were high moral but can do nothing, Ithink he or she cannot be a effective leader.
No matter you are a Joe blow or a publicofficial you should to be a nobly man. However, to be an effective leader thehighest moral is not all but most significant intergrants.
