TOPIC: ISSUE69 - "Government should place few, if any, restrictions on scientific research and development"

Many people including the speaker support that government should place few restrictions on scientific research and development in order to maintain the rapid speed of development of sciences. In my view, while the assertion has merit, things are more likely to go to the oppose direction if all scientific research really go unchecked.

Admittedly, few restrictions on scientific research will enrapture all scientists and incite the whole industry. Few scientists will reject this decision made by government; after all, scientific research is a grueling complex activity has much to do with creativity and intelligence. Since no one like to be bothered by any others while he/she is concentrate on calculating or doing research, few restrictions will liberate the great mind of scientists because they do not have to remain circumspect about the taboos. They would no longer be harassed by questions such as: Would this research be forbidden by government? Does the method I employ to undertake this experiment deviate from the standard placed by government? In this light, few restrictions on scientific research are indeed few restrictions on scientists.
It is tempting to think that how pleased these scientists will be when they hear this news and hence how big progress in the scientific development these happy scientists will make.

However, few restrictions on scientific research will also bring us catastrophes and disasters which will totally offset and usually exceed the extra benefit brought by this decision. We should not deny that science is a double-edge sword, either too much restrictions or too little restrictions will inevitably hurt the interest of human beings. Although some method employed by the scientists do facilitate the scientific research, it might not be acceptable to public. Although some areas scientists are to explore may bring potential huge merit, it is necessary for our government to place restrictions on such areas given the fact that many scientists overly emphasize on the scientific achievement while ignoring the according hazard. These two aspects will be further discussed as follows.

To begin with, some method employed by scientists apparently deviate our moral standards. One example aptly illustrates this point involved the science of medication. After the invention of a new kind of medicine, the inventor is eager to know the application and effectiveness of the new medicine. They need to get more accurate feedback from experiments on human body though experiments on animals prove the safety and effort of the medicine. Thus, they often pay money to poor people who are willing to be volunteers of such experiments. It seems like a fair trade at first glance. However, it is actually not a fair trade at all but a gambling for those poor people since they do not know how little their stake is and how dangerous the undesirable consequence should be. Scientists take good use of the poor people's ignorance of science knowledge without noticing the moral standard. Therefore, government should place relevant restrictions such scientific research even they are legal.

Likewise, some areas should definitely not be the project on the timetable of scientists. Cloning technology benefits our human being with transgenic food and potential great advancement in medication. Even though, whether the project cloning human should be taken remains controversial. Considering the chaos it may bring to the society, no nation allows scientists to research on this project. However, many private funding charged by tycoon or institution flock to invest in this new project. Scientific research are largely funded by government, it is understandable that their research project are controlled by government until the presence of rich institution with evil motivation. Therefore, it is government's responsibility to prevent such scientific research from happening in order to ensure that science is always conducive to our society as a whole.

To sum up, to place few restrictions on scientific research is more of detrimental than beneficial. No matter at the level of moral standard or in the respect of interest of human being, restrictions is indisputable for the real harness of this double-edge sword--sciences.

[
这个hence来得太轻巧了,高兴了就有成就了?] how big progress in the scientific development these happy scientists will make.

Therefore, it is government's responsibility to prevent such scientific research from happening in order to ensure that science is always conducive to our society as a whole.[这一段跟上一段似乎没什么区别啊,最好能用明显的分类让人一目了然]
