As the world is proceeding on a road along with the increasingly highly developed technology, the pursuit of worldwide harmony calls for both assistance in technology’s positive effects like promoting our efficiency and precautions on its negative effects like medical and ethical issues. I generally agree to the speaker's perspective that government should not fund any such scientific research that will results in uncertain consequences, while I advocate controlled technological development within limits.

The way of technological development cannot be absolutely conducted by scientists' own interest. I concede to the perspective that unclear scientific research cannot be approved of, for there may be some harmful consequences that will have bad influence on somebody, a group of people or even the whole human beings. In the early years of the development of psychology, no regulations on psychological experiments were established, which had resulted in some negative effects on the participants. For instance, the famous Stanford jail experiment which illustrates people's conformity to their characters of occupations has caused some severe horror and consequently mental problems on a part of participants. In this case, we can see that unclear consequences can probably give rise to medical and ethical problems, thus the view hold by the speaker deserves appreciation.

Since the harmful effects of some scientific research exist, does this mean that those scientific research could not been conducted forever? I will provide this question a negative answer, for the reason that technological development is able to supply us with more useful and powerful methods and facilities to resolve problems. Looking at the capability of computers we will recognize that the development of technology necessitates not only permission but also support like fund. As a consequence, regulations on overall scientific research are needed and to prevent the harmful effects of some experiments, preliminary consideration and analyst is required to be performed. For example, in the common view today, that kind of psychological experiment like Stanford jail experiment must be inhabited so as to protect the security of participants, and certainly, some psychological unions have set down such regulations. Preliminary investigation into research is of great use in the experiment of Large Hadrons Collider (LHC). Having received the protest against the operation of LHC claiming that the operation has a possibility to destroy the whole earth, the experts of many research centers worldwide arrived in CERN and diligently worked on this issue. Through an exacting analyst, they concluded that the security of the operation of LHC is guaranteed. Consequently, LHC began to operate. These events indicate that regulations and preliminary experiments on unclear scientific research are possible and effective, which needs to be generalized.

In sum, harmful effects resulted from some experiments are required to be reduced, while the development of technology cannot be restricted or barricaded. To eliminate this conflict, we must establish appropriate stipulations and conduct preliminary analyst on scientific experiments. Only in this way can we make real big progress both in scientific research without the sacrifice of nature and humanity.
