题目:ISSUE170 - "The surest indicator of a great nation is not the achievements of its rulers, artists, or scientists, but the general welfare of all its people."

In recent years, the topic of a great nation's indicator is so hot that people varying from personalities as well as backgrounds tend to observe this same issue from diversified perspectives. A widely accepted viewpoint claims that the general welfare of its entire people is more significant for a successful nation rather than the achievements of its rulers, artists or scientists. Although I'm not pleased with the feeling of being a critic, I would rather to stand on the opposite of this point of view and reckon that both the accomplishments of its elites and the comfortable living conditions of its ordinary people serve as inevitable factors equally in constructing a great nation.

First of all, I have to concede that if a considerable number of people in one nation can not even reach the basic standard in supporting their lives physically, we can hardly treat this country as a great one even if her several citizens have vital influence in the worldwide area. Many writers from Latin America used to win the glory of The Nobel Price in Literature, but few of people would be for the standpoint that the motherlands of these famous authors are great nations, for a large portion of their people are still suffering from hunger, cold and awful diseases until now.

Nevertheless, can we give a definition as “great” to a nation which has few famous results in the field of science, art or society? I prefer to choose an undoubted "no" to serve as the answer of this question. Provided that residents of a nation enjoy rich lives, the label of "lack of enterprise" may be more suitable for them rather than the word "great" if they make no effort in exploring the unknown field of the world. Though China has enjoyed a marvelous financial increasing speed for nearly 30 years, its educational system which has produced none Nobel Price owner for such a huge country which owns a population of 1.3 billion may serve as an obstacle for this eastern nation on its way to be “great”.

At last, the achievements of its top individuals and the general welfare of all its people are always co-exist in harmonious way in a really great nation. Only a person who doesn’t need to worry too much about necessity for everyday life can have sufficient time and energy to devote into his dream, and in such occasions working is never a boring responsibility for him but an interesting game. A great nation is essential to be able to guarantee the basic living standard of all its people, therefore its citizens would be easier to get achievements in their majors.

To sum up, it is unreasonable to put too much emphasis on the majority of a nation's residents and overlook those guys who can represent the top level of a society's skills in science, art and society. Considering the subtle meaning of the phrase "the general welfare of its people", it is more feasible by measuring the achievements of its rulers, artists or scientists to decide whether this nation is a great one.
