1. agree, but be alert not to go extreme.
2. 1) children are our future and it is our virtue to prepare for future.
    2) children are less prepared and need more assistance than adults.
3. children are faster learners. (language example)
    children are more open to change and learn new thing (adults are stubborn sometime and tend to stick to old-fashion)
4.  should not go extreme, adults important too.
5. we should see things a whole.

It is one ofthe most basic assumption in economics that resources are limited andtherefore, we much make a choice given alternatives and cannot achieve alldesired goals. The same applies to the social programs organized by nationalgovernment. While there is no doubt that we should fulfill as much need as we can,the finance and humanresources are both limited. The speaker argues that national governments should devote more of their social programsand services to children than adults. I agree on that children require moreresources from the government. But I also want to stress that adults should notbe neglected either.
Children areour future and they are not as experienced and well-prepared as adults. In this sense, Ido agree that children require more resources from national governments. It isa virtue for human that we look forward and prepare for our future. We do not only see the profitin front of us, instead, we plan for years after. It is one of the main forcesthat push human to develop continuously. When the present generation
is gone, it will be thechildren today that determine the world of tomorrow. So in all means, it is agreat investment if we put the resources into children. What is more, childrenare at the stage of learning new knowledge and skilled, while the adults havegone through this process and are capable of dealing with the hardship in life. Due tothis, the children are more demanding by nature.

Also, children are much more open to be altered and have more free time andenergy. As aresult, we can usually accomplish more provided the same amount of energy andmoney. Many scientific experiments have already proven that children are muchfaster learners that adults. While it takes an infant four or five years to master a language, itis not unusual that an adult can hardly make a conversation after severalyears of learning. On top of the difference in learning abilities, adults aremore distracted by pressure of life. For example, they have family to feed andsocial connection to maintain. Children are largely free from these bothering.

However, when we say we give priority to children when designingnational governments' social programs, it does not mean that we should ignorethe group of adults totally. After all, they are the main body of the societyand it is them who produce and create the most. To bolster the development ofour society, investments on adults can also be well-rewarded. If a socialprogram can improve their certain skills greatly, it will improve the economyof the society, which is surely a good thing to all.

In addition, we should point out that children and adults are closelyrelated and it is improper to say that a social program only benefit childrenor solely to adults. More properly, we should use family as a unit, insteadmaking children and adults totally separate. Children are educated and broughtup by adults. It is not hard to see that children also benefit when adults arericher and wiser.

In conclusion, I would suggest we see this issue from the very origin ofthe problem. What are social programs designed for? They are taking place toaccelerate the development of the whole society and all members of it. It is unfair to neglect theinterest of a particular group of people and make another absolutely favorable.In addition, both children and adults consists this society and all members areclosely related. So when accessing a program, it is wiser to consider theimpact the society as whole, because when the whole society progresses,everyone becomes better-off.
