109."Twenty years ago Pine City established strict laws designed to limit the number of new buildings that could be constructed in the city. Since that time the average housing prices in Pine City have increased considerably. Chestnut City, which is about the same size as Pine City, has over the past twenty years experienced an increase in average housing prices similar to Pine City, but Chestnut City never established any laws that limit new building construction. So it is clear that laws limiting new construction have no effect on average housing prices. So if Maple City were to establish strict laws that limit new building construction, these laws will have no effect on average housing prices."



提纲:


       1.两个城市之间的对比不能够说明立法对价格无影响。


       2.即使如作者所说立法对两个城市房子平均价格没有影响 也不意味着对M市立法同样不会影响房子均价。

Argument109



In the letter, the arguer asserts that a law which will be established in Maple City(M) now to limit new building construction will have no influence upon average housing prices. To support this conclusion, the author cites a housing price comparison between the Pine City(P) which designed a strict law to limit the house construction and the Chestnut City which had no limits 20 years ago. However, two flaws that will weak the author’s argument must be pointed out.




First of all, the arguer argues that law limiting in new construction have no effects upon average housing price is unfounded just according to the fact that different situation in having a law limiting leads the same increase in average housing price in two cities. However, as we all know, the price of a house depends on many factors such as the demand for new houses, the total amount of new houses the cost and so on. It is entirely possible that the housing price increasing in Pine City is not caused by the law but other factors such as the cost increase. Nevertheless, although C has the similar increase in average house price, it may be lead by the large requirement of new houses of the citizens in C City. If so, a law same as Pine City’s in C City will definitely draw a significant increasing in average housing prices. Thus, without enough evidence, the conclusion of the speaker is unwarranted.




Secondly, even if the law mentioned in the letter had no effect on average housing price 20 years ago, it may not be suit to M City. On the one hand,
perhaps M City has many different aspects different from the two cities that will make the result different such as the outstanding scenery, which will attractive lot of people to there. On the other hand, even if three cities are same to each other, maybe large change in M in the past 20 years will make the influence of the law limiting more appreciable because of the need of new house appearing in the future.




To sum up, in order to support his(or her) argument, the author should provide more evidence about three cities in details therefore making his notion more persuasive. (Words 364)
