22The following appeared in a memo from the president of a company that builds and sells new homes in Steel City.

"Over the past five years, the population of Steel City has increased by more than 20 percent, and family incomes in Steel City have risen much faster than the national average. Nationwide, sales of houses priced above $150,000 have increased more than have sales of lower-priced houses. Such data indicate that we should make changes in our business to increase company profits. First, we should build fewer low-priced houses than we did last year and focus instead on building houses designed to sell at above $150,000. Second, we should hire additional workers so that we can build a larger total number of houses than we did last year."

1)        the data cited is insufficient to convince us that the company should make those changes.first, the fact that the population of Steel City has increased by more than 20 percent,says little about the increasing demands of houses. Maybe over the last five years, the incresed population are new born children ,or new families had already bought their houses.Then, the level of income of residents in Steel City is still vague, at least insufficient to claim that they can totally afford the above $150,000 houses.Moreover, the nationwide data that the sales  of high-price houses are more says little about the real situation in Steel City.
2)        Even if the demands of houses are inceasing and residents can totlaly afford the high-price houses ,and also the sales of high-priced house are increasing, the arguer fails to convince us that those changes can finally increase the company’s profits.First, the assumption that high-price houses can bring more profit that do low-priced houses is unfounded.Considering all the cost of houses ,it’s likely that actually a low-priced house could bring more profit than an expensive one. Even if for one house ,the expensive one can gain moe profits,when the profit per one house multiplies the sales of houses,it’s still possible that low-priced houses still can bring more profits.Even though the sales of luxury houses maybe increasing significantly,but maybe the mainstream of estate market is still low-priced house.secondly, hiring additional workers to build more houses can be dangerous.more money should be paid to the additonal workers.and then the market is everchanging, maybe next year the price of house is beginnig to drop.or the demand of houses is going to drop .

过去五年中,Steel City的人口增加超过了20%,家庭收入的上涨比全国平均水平快的多。在全国范围,房价在$150000以上的房产销量的增长比低价房产要多。这些数据显示我们的业务应该进行一些变革来增加利润。首先,我们所建设的低价位房产应该比去年少,而集中力量建设房价在$150000以上的房产。其次,我们应该雇佣更多的工人从而保证我们能够比去年建设更多的房屋。
论断:基于三个证据,the president对他们的业务做了一些变革,虽然表面上看,似乎很合理,但是三个证据对于做出的变革都是不充分的。
①        Steel City的人口增加超过了20%,并不一定意味着住房需要的增加。可能是因为出生率的原因。
②        家庭收入的上涨比全国平均水平快的多,并不意味着人们有钱买更多的房,即使人们有更多的钱买房,也不能说明人们一定会用多余的钱买房,可能他们会用来做其他的事。
③        在全国范围,房价在$150000以上的房产销量的增长比低价房产要多,这并不能说明该地的情况也是如此。
