After a huge consumption for quite a long time, we are actually in short of energy resources. What can we do to save the energy? Admittedly, increasing prices of gasoline and electricity can be a effective way since it will increase energy use efficiency. Due to the increasing price of gasoline, many people choose to go out by public transportation instead of driving their cars. If the destination is not so far, they will also ride the bicycles. At the same time, in order to maintain profits, the industrial companies try to improve their manufacturing procedures to cut down the expenses of energy. Besides, under this policy, we can expect good practices such as turning off the unnecessary lights, which can save energy by reducing the waste. Therefore, it is quite a wonderful idea in both senses.

However, energy conservation is a complicated issue, which can not be simply solved by the increase price of energy. Actually, the price rise will not influence the rich people on their use of energy since they can always afford the cost. In this situation, the policy is only effective to others who can hardly own many automobiles or large amounts of energy-consumption appliances such as television and air-conditioner. This problem also reminds us that the increase should be limited in a reasonable range to ensure most citizens will be able to use energy in a modest way.

On the other hand, energy conservation is always ignored by modern society since efficiency is its ultimate goal. More profits, less time. Businessmen are always managing to push this rule to maximum. Imagine a dealer has an important client to meet immediately, how would he choose to go? By bus or drive his private car? No doubt the answer is the latter. Compared with a client who may offer a contract worth millions of dollars, energy conservation is no big deal in most people's views. The same happens in industrial companies. They are not to change usual practices for the energy-saving process will not bring more money.

我不清楚你所指的“提到一些名词”以及“细节”具体是什么？给些例子好吗？如果是本文中的policy，我在开头就把这个price increase定义为了一个policy，而且文章也没有别的地方再有policy，所有完全可以指代。
