The following is a letter to the head of the tourism bureau on the island of Tria.

'Erosion of beach sand along the shores of Tria Island is a serious threat to our island and our tourist industry. In order to stop the erosion, we should charge people for using the beaches. Although this solution may annoy a few tourists in the short term, it will reduce the number of people using the beaches and will raise money for replenishing the sand. Replenishing the sand, as was done to protect buildings on the nearby island of Batia, will help protect buildings along our shores, thereby reducing these buildings' risk of additional damage from severe storms. And since the areas along the shore will be more attractive as a result, the beaches will be preserved and the area's tourist industry will improve over the long term.'

The author suggests that we should charge people for using the beaches an replenish the sand to protect the buildings, thereby the beach will be preserveed and the tourist industry will improve over the long term.
reasons: charging people will help reduce the number of people using the beach and raise money for replenishing the sand.
replenishing the sand will protect building and reduce the risk of damage from severe storm

反驳:向人收费的话,游客数量是否会大幅度的下降呢?是否收费所得会满足补充新沙的需要呢?
补充新沙会降低海边建筑受风暴袭击而损害的危险吗?会保护岸边的建筑吗?
收费会使旅游经济发展?

The statement is far from well-reasoned due to several questionable flaws.  First, the author unfoundedly assume a causal relationship between the erosion of beach sand with the tourists.  In addition,  the author has not discussed his paln specifically according to the local condition. Futhermore,  it is too optimistical and hasty for him to describe an unwarranted prospect.

In the first  place,  no evidence is provided to indicate that the overfall tourists contribute to the erosion of beach sand along the shores if Tria Island.  In the study of geography, erosions are mainly caused by weathering, a process by which nature breaks rocks and sands up.  Along the shores,  it is generally the sea breeze, heat from the sun, seawater immersion and waves dashing that erode the beach sand gradually.  But have the tourists' activities  
brought about any negative effects to the beach sand?  Have they left any caustic chemical substances? Or has too much tourists' long-term trampling damaged the shores? If no such evidence is given, it is unreasonable for the author to conclude a causal relationship between the tourists' activities and the erosion of the beach sand along the shores of Tria Island.

(1) The author fails to rule out other factors that contribute to the erosion of beach sand.
(2) Pure charge still cannot result in the reduction of people using the beaches. Moreover, tourists may give up visiting the Tria beach.
(3) The successful experience in the nearby island Batia may not apply to our shores, that replenshing the sand is really useful.
(4) Many other factors may contribute to the condition of the shore whether it is more attracitve, other than the protection of the building.
