现代社会的很多问题是法律和立法系统无法解决的，因为道德行为是无法用法律约束的。

     道德和法律
      （反正反）
       法律和立法系统确实无法解决所有的社会问题，然而道德行为也不是无法用法律约束的，可是这种约束不能过度，否则会适得其反。
1． 道德问题涉及到生活的各个方面，法律很难覆盖所有的情况，许多法律也都是随着相关事务的发展而逐渐订立的，例如原来的法律没有涉及到网络犯罪，随着电脑和网络的发展，相关犯罪情况的出现，相关法律才制定。并且道德主要体现在人的内心，而行为只是其道德一部分的反映，对于不表现出来的道德问题，法律也很难采取措施，例如，青少年成长问题。
2．（性质上）然而，不是所有的道德行为都是无法用法律约束的。（克隆人实验的禁止，商业上的诚信问题）
3．（程度上）即便如此，法律也不应该过度的对于道德加以限制。法律制定的根本是为了保障人民个人权利和自由，而过度的法律约束却会限制人们的自由。如果掌握好这个平衡是立法者的职责。

1 每个人对于道德的标准不同，若将其法律化难以使人接受Because the standards of morality vary from one to another, the legislation about moral behaviors can hardly be well accepted by the public.  对于不道德，每个人都有自己的看法——比如堕胎——扼杀生命/利大于弊——将任何一方的观点立法，另一方都难以接受，所以是不可行的。
2 如果人们被迫履行道德义务，人们的自由就被侵犯了。If moral behaviors are legislated and people are forced to do it, the fundamental right of human being,freedom ,is impinged.
3 但是，我们仍需要法律将人们的道德行为限定在对他人的幸福无碍的范围内。However, we need the law to confine the actions of people to an extent harmless to the well-being of other people.

180. 现代社会的许多问题是法律和司法系统不能解决的，因为道德行为是无法用法律约束的。
position：同意道德难以立法，但也不能放弃尝试
A+:①法律已经解决了很多社会问题。如：商业犯罪，破坏民主、夺人私有财产等。人们都照法律来行事是社会和谐、稳定的前提。The legal system is intended to force people to abide by certain social rules and to commit no crimes, which is the precondition of any stable and orderly society.
A-:②还有一些道德问题确实没有得到解决,但急需得到解决。如：家庭之间的纷争，polluting emissions from automobile， smoking in public areas

Way:③有些法律已经把道德的内容规范化写入条文中。如：尾气排放条款。Moral encourages people to do good or at least motivate them to consciously act in accordance with law.

把法律过于细化并不好。过于僵硬以致大多数人都不接受他就不能算作法律了。正确的方法应该是将法律和道德一定程度的结合。
Conclusion: A harmonious society necessitates the joint efforts of legal restraint and moral admonition.

A. The legalsystem is intended to force people to abide by certain social rules and tocommit no crimes, which is the precondition of any stable and orderly society. 法律保证了社会基本秩序的稳定。

D.We need other means to control and limit people’s behavior besides laws andthe legal system, such as education, propaganda…除了道德和法律，还有一些其他手段，比如宣传教育等，可以促进社会和谐发展。
