69"Government should place few, if any, restrictions on scientific research and development"



In this era of rapid technological and social change which result in more and more heated disputation among people with diverse educational and political perspective about the certain issue of restriction on the scientific advancement. It might be tempting to think that politically intervening the natural path towards further scientific progress and fruition would jeopardize the philosophical foundation of science as a result, in that the political restriction will absolutely cause the distortion of the basic will and principle of scientists, and then alternate the purpose of upcoming inventions and technologies, which would be potentially detrimental to the society and humanity. Although such concerns indeed tend to be somewhat convincing, However in my view appropriate restriction conducted by the government can serve as a guideline for leading the correct direction of scientific progress.

First of all, it is undeniable that egregious political restriction on the progress in scientific research and development pose certain risk that will ultimately distort the inchoate idea of most scientists, which is to get a completely comprehension of the whole world from various aspects and further the quality of life. By making such restriction, political leaders always tend to intrude their own political perspective and idea on the decision of the direction of scientific progress. History is fully replete with evidences that can firmly substantiate such concern. Consider, for example, during the second-world-war many technologies were invented by contemporary scientists. Those inventions, such as atomic bomb, and aqua regia, were undoubtedly the result of that time’s policies. Such inventions completely deviated from the original purpose of scientific research and development, left nothing but harm and pain to the world. Also considering the crucial restriction on the scientific development conducted by the Soviet Union for the purpose of obtaining enough military force against the United State, which is to completely place the priority on the development for the military purpose while on the other hand largely ignore the importance of furthering the civilians’ life quality.

However, just like the market system need the appropriate adjustment and control conducted by the government, the scientific research and development also require adequate restriction founded by government. Otherwise we risk defeating the further social progress because of the blindness of scientific research and development. As we know, scientists are largely stimulated and propelled by the eager to fully comprehend the world as a whole. Therefore when confronting with the interesting but immoral subject most scientists choose to neglect the immorality of such subject and delve in it. Consider,, for instance, the controversial issue of clone. From the perspective of both humanity and religion such activity is unacceptable, this is especially true when it comes to the clone of human being .But such research still continues to be popular among the biologists. The end result of making an appropriate law to restrict such research, in this case, is to erect the acceptable philosophical foundation of science.

Moreover, without the support of the government, the research and development of a certain field would be impossible to continue. At most of time the government’s policies are sufficient to be representatives of the mainstream ideas and views of contemporary society. Complying with such policies and restriction might be greatly helpful to the further increase of the life quality and working efficiency. Restriction with definitive priority on the right issue can largely impel the efficiency and instructiveness of scientific research and development. Thus enacting the right restriction and policy demands the long-term deliberation and communication among the politicians in power. Only in that way can the true scientific objectives be achieved.

In sum, even though egregious restriction will distort the inchoate purpose of scientific research, it does not mean that scientific development with no restriction will be beneficial to the society as a whole. In order to largely reap the benefit from the scientific development contemporary government have to enact certain laws and policies to serve as a guide for correcting the direction of scientific development and avoid risking from the blindness of scientific research. Only in that way can the true objectives be achieved.
