69"Governmentshould place few, if any, restrictions on scientific research anddevelopment"
from 千寻:
In this era of rapid technologicaland social change which result in more and more heated disputation among peoplewith diverse educational and political perspective about the certain issue ofrestriction on the scientific advancement. It might be tempting to think thatpolitically intervening the natural path towards further scientific progressand fruition would jeopardize the philosophical foundation of science as aresult, in that the political restriction will absolutely cause the distortionof the basic will and principle of scientists, and then alternate the purposeof upcoming inventions and technologies, which would be potentially detrimentalto the society and humanity. Although such concerns indeed tend to be somewhatconvincing, However in my view appropriate restriction conducted by thegovernment can serve as a guideline for leading the correct direction ofscientific progress.
First of all, it is undeniable that egregiouspolitical restriction on the progress in scientific research and development posecertain risk that will ultimately distort the inchoate idea of most scientists, which is to get acompletely comprehension of the whole world from various aspects and furtherthe quality of life[restriction distort intention]. By making such restriction, political leaders alwaystend to intrude their own political perspective and idea on the decision of thedirection of scientific progress[leader’s mistake]. History is fully repletewith evidences that can firmly substantiate such concern. Consider, forexample, during the second-world-war many technologies were invented bycontemporary scientists. Those inventions, such as atomic bomb, and aquaregia, were undoubtedly the result of that time’s policies[exemplify].Such inventions completely deviated from the original purpose of scientificresearch and development, left nothing but harm and pain to the world. Alsoconsidering the crucial restriction on the scientific development conducted bythe Soviet Union for the purpose of obtaining enough military force against theUnited State, which is to completely place the priority on the development forthe military purpose while on the other hand largely ignore the importance offurthering the civilians’ life quality[exemplify]. [例证过于简单:只提及战争带来的伤害,但是中心思想是科学家的目的被扭曲了 因此应该加入对于带来伤害的那些战争科学产物本来是如何准备用于造福人类的呢]
However, just like the market system need the appropriate adjustment andcontrol conducted by the government, the scientific research and development also require adequaterestriction founded by government【中心】. Otherwise we risk defeating the further social progress becauseof the blindness of scientific research and development【补充解释中心句】. As we know, scientists are largely stimulatedand propelled by the eager to fully comprehend the world as a whole【科学家的目的】. Therefore when confronting with the interesting but immoralsubject most scientists choose to neglect the immorality of such subject anddelve in it【导致偏差的原因】. Consider, for instance, the controversialissue of clone【举例中心句】. From the perspective of both humanity andreligion such activity is unacceptable, this is especially true when it comesto the clone of human being【one aspect】 .But such research still continues to bepopular among the biologists[现状]. The end result of making an appropriate lawto restrict such research, in this case, is to erect the acceptablephilosophical foundation of science【此例证的逻辑是:此研究的缺陷—其现状—导致的结果,我的建议是,在缺点和现状中补充一点关于克隆为什么这么popular的原因,感觉上会承接的很自然一点】.
Moreover, without the support of the government, the research and development of acertain field would be impossible to continue【science need G’s support】. At most of time the government’s policies aresufficient to be representatives of the mainstream ideas and views ofcontemporary society[G often right]. Complying with such policies andrestriction might be greatly helpful to the further increase of the lifequality and working efficiency[ So, obey G]. Restriction with definitivepriority on the right issue can largely impel the efficiency andinstructiveness of scientific research and development[G’s restriction--advantage].Thus enacting the right restriction and policy demands the long-term deliberationand communication among the politicians in power[ so G should do sth]. Only inthat way can the true scientific objectives be achieved.[中心明确 但是论证不是非常直接 比如在说G能够代表主流意见时,可以补充一点具体的阐述:他好-他为什么好-所以我们要支持他,这样感觉上支持会更强大的 ]
In sum, even though egregious restriction will distort the inchoate purpose ofscientific research, it does not mean that scientific development with norestriction will be beneficial to the society as a whole【general topic】. In order to largely reap the benefit from thescientific development contemporary government have to enact certain laws andpolicies to serve as a guide for correcting the direction of scientificdevelopment and avoid risking from the blindness of scientific research[reason].Only in that way can the true objectives be achieved[result]. |
