Issue 69
69"Government should place few, if any, restrictions on scientific research and development"

Scientific research and development should be carried out in a free environment where government should not set too many restrictions. Is this reasonable? The speaker thinks so. However, I don not think it is advisable to keep the research and development in a uncontrolled situation because this will bring the problems in efficiency and safety, sometimes even disaster.

Most of the scientific researches today are cross-discipline, complicated and costly that it is impossible to be finished by one or several people. Therefore any scientific research and development, if there is no effective management and organization, will undoubtedly fell in trouble with low efficiency and serious waste. In the 1960s in China, for example, Chinese government has not applied reasonable restrictions on the steel-making movement, which induced the stunning waste of natural resource, manpower and money with the products of steel with low quality. Another example is the research of IT in 1990s in USA; it was so surprisingly popular that many scientists and researchers selected it as their career, and large mounts of investments were put into this area. The result is expectable, lots of companies bankrupted and unaccountable IT technicians lost their jobs during the shattering of IT foam at the beginning of 2000. From the standpoint of efficiency, the constraints from government can enhance the optimization of the research and developments of different fields.

Restrictions from government are also necessary to prevent some researches and developments that are contrary to human being’s ethic and safety. Although most of researchers and engineers have righteous belief and the goals of their researches are for the common interest of human being; yet no one can make sure that there is no scientist who is so wicked that he/she try to do research about making drugs, novel nuclear weapons etc. for their own benefits. We should be reminded that the story described in Spiderman is not just a fiction, it will probable happen or have happened in our life. What a disaster it will be if these stories happen in some day because of no restrictions from governments.

However, undue constraints will limit the creative thinking of scientists and engineers, and further impede the process of researches and developments. Scientists and engineers should be given enough space of selecting the specific methods to conduct their researches because they are more expertise in the theories and technologies in their own field than governments. We can imagine how ridiculous it will be if an official of government determines the detail methods and steps for an biological experiment, the only thing he/she can do, and also should do is to control the researches to be conduct correctly in ethic and safty.


In conclusion, the directions of government in ethic and safety are essential for research and development for the common interest of human being. As for the specific methods and approaches used in researches, scientists and engineers should have their right to select freely according to their knowledge.

However, I don not think (简单的词不宜重复过于频繁,consider that)it is advisable to keep the research and development in a uncontrolled situation because this will bring the problems in (to)efficiency and safety, sometimes even disaster.

Therefore, any scientific research and development, if there is no effective management and organization,(the control may not be from the government only, a organization or a enterprise can do as well. ) will undoubtedly fell in trouble with low efficiency and serious waste. 思路基本上是有了,感觉表述上还有待加强,整篇文章的逻辑连贯性不是很紧密的感觉
