36。"Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future." 政府应该把更多的注意力放在解决当务之急,而不是试图解决将来预期的问题上。 The author maintains that governments should take advantage on solving the immediate problems of today over solving the anticipated problems of the future. Though this issue is a complex and controversial one, as far as I concerned, both of them should not be neglected, and we have to search for a balance between solving today’s immediate problems and trying to work out the anticipated problems in the future.
It is true that governments should pay enough attention to the immediate problems or emergency of today as they closely related with everyone and are agonizing and afflicting the normal living of the public. To illustrate this point, I cannot think of a better example than the following one. The year 2008 was an annus horribilis to Sichuan in China—it was hit by an earthquake measuring 7.8 on the Richter scale. Almost 70 thousand people died, millions of people hurt and were missing, and enormous refugees lost their home. In such emergent times, the Chinese government responds promptly and launches its rescue efforts in the immediate aftermath of the earthquake. It is the government's immediate judgment and action to use large amount of money to stable the chaotic condition and help people recover their regular life. What’s more, the government also calls for donation in society to help those poor people to rebuild their home. As a result, the disaster area has received more than 2.6 billion RMB and there are over 1.3 million contemporary houses for the refugees living in 3 years. In such situation, solving the problems near our hand is far more important than the long-term solution of it in that urgent situation. However, it does not mean governments can ignore the anticipated problems of the future for the reason that if governments really act in this way, it will bring disasters to its country and its people in the long run. The following example will clearly illustrate my point. People in Mason City used to depend on the animal husbandry for their livelihood, and they are proud of the charming landscape in their hometown. In order to accelerate the local economic growth, the government sets out a plan to turn Mason City into a scenic area to attract tourists for supporting consumption growth. But the government fails to take into account the seriousness of the environment pollution caused by tourism. After few years, the environment has been seriously damaged, which leads to frequent calamities such as soil and water loss, flood and drought. What’s worse, people find it difficult to raise animals because of the damaged lands. To avoid the similar tragedy above, governments should always take the possible future effects of the actions it takes today into consideration. To sum up, when all the factors are examined, we may safely come to the conclusion that we should pay equal attention to the immediate problems of today and the anticipated problems of the future. What’s more, we also have to search a balance between them. |
