Whether government should place restriction on scientific research? Surely, fruition in scientific research better our lives, however consider the catastrophe that unchecked scientific research may bring about and consider the government responsibility, government should, to some extent, limit scientific research.

The fruitions of scientific research loom so large since the improvements are actually taking place around us and are becoming more and more evident. One need no further take a reflection on a typical day of modern lives. Students walk around in campus with ears plugged with popular music played by their PDAs. Except from the music player function, the PDAs, when connected with internet, enable students to access to assorted information-from the newspaper, from the radio podcast and so on-encapsulated in a certain software. Such convenience is one of the myriad benefits scientific research in moving devices stimulates. Consider the office workers, nowadays, they may accomplish their work in front of their computer and transmit the project through the internet, without stepping out their home. The house-keeper, can by everyday-commodities from online-shops, sparing efforts of going to places far from home. Each of the circumstances mentioned above is hard-pressed to imagine without scientific researches.

However, when we make extraordinary progress that improving our lives in terms of technology and convenience, we undergo no generally moral improvement whatsoever. Therefore, we are actually under the fears of disasters scientific research may cause. Research in artificial intelligence, a case for the point, can be a destroy force to human-kind. As illustrated in "Transformer", as well as in the famous animation "GUNDUM", the destiny of the Earth is in control of the machine. Had the machine with artificial intelligence be not controlled by the party of justice, human-kind may forever disappear. Another case to demonstrate this point involves the research in nuclear weapon. If the research in this area go unchecked and then if the weapons are utilized by someone immoral to attain his goal by coercing with the force, peace and justice will become notions in the dreaming world. In fine, unlimited scientific research rendered us to a circumstance where we are under threatens of the force destruction. Why then should government not place a certain restriction on scientific researches?

Come finally to the government responsibility. The more we rethinking about the purpose of government, which is to reconcile conflictions in society and to maintain orders, the more we are convincing that government should pose limitation on scientific research. Government, in order that the society can function well, should try to rule out people's fear of threatening force on living, or, at least should keep a relatively peaceful environment which is the fundament for a sound development of society. Or consider is there any organization can replace government on confining the research? In aspect of executive power, no organization can carry out the principle so legitimate as government does.

Scientific research should be promoted, to the extent that it really improves our lives. Nevertheless, no restriction on scientific research risk destruction of human-kind. Moreover, the government responsibility calls for the government to place proper limitations on scientific research.
