The statement regards the general welfare of all people of the nation, rather than the achievements of the rulers, artists or scientists, acts as the surest indicator of a great nation. However, I consider that both of them are essential for a great nation.
To begin with, we first 【重复吧】come to how to define a great nation. In my point of view, great nation should have continual progress in social development including economy, culture, politics as well as living standards, which promote 【the】 life level of its citizens. From this respect, both the achievements of special groups of people and general welfare are indispensible and therefore closely related to a nation's progress.
On one side, the achievements of rulers, artists and scientists constantly enhace people's general welfare, which defined as their overall satisfaction about material and spiritual life 【here】. Rulers, who act as the leaders of a society, make achievements through 【scheme】 more effective administrative system, guaranteeing the justice and fairness of laws, constructing a better public health and welfare system, and protecting nation's benefits on the international stage. All this created a more comfortable and reliable environment, in which people no longer need to worry about their life. Scientists, who continue making new technologies and discoveries, improve people's living quality. People no longer need to waste time and physical power to wash dishes, clothes after returning from the tiring work. Artists, including singers, painters or writers, continually provide us nutrition to our spirit, encourage us to strive for our life goals or relieve us from pressures or sorrow. 【All of these achievements benefit people in either material or spirit aspect and thus are helpful to construct a better society.】
On other side, without the general welfare of 【groups of】 people, any achievements of rulers, artist, scientists are meaningless.【这里的双重否定用错了, 删掉前边的any】 For instance, The Soviet Union had once enjoyed 【用obtain great improvement】 great development in science and politics with inventions of atom bomb and【other】 powerful military force when many other small nations, located near it, were merged. At the same period, its people was so poor and even hardly can afford a piece of bread. Finally, the union collapsed and those countries separated again. This demonstrated that without general welfare, achievements accomplished those few talents are just like 【skycrapers】 without solid fundament. People are the real leaders of the nation. Without satisfaction in material life, people need to struggle hard to maintain their basic life. Without satisfaction in spiritual life, people will suffere from great loneliness and emptiness in their spare time. Finally, their complains burst in the form of parade or even anti-government actions, which can defer or even destroy progress of a nation. Thus, the genral welfare is also significant to keep the prosperous of a great nation.
In sum, both the general welfare and achievements of the rulers, artist and scientists are surest indicators, which can impede or promote a nation's continual progress.
