题目：ISSUE43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."

    With more and more political scandals being brought by the media to the public, it is widely advocated that an effective political leader must maintain the highest ethical and moral standards.  However, this advocation is one-sided, and does not take into account all the considerations.
    To be an effective leader, the highest consideration is to differenciate who he is facing. When facing different people, the values he maintains is totally diversified.
    When facing the people of his nation, there is no doubt that he must maintain the highest ethical and moral standards. There are various reasons for the proposition. In the first place, if he is an official with relatively low ethical and moral standards, he will not be elected by the people to be a leader, let alone to be an effective leader. Doubtlessly, the first and highest consideration that the people choosing their leader take into account is his ethical and moral standards.  Even common people making friends, they would choose those with high ethical and moral standards. That's because a person with high moral standards tends to be more reliable and appoachable, short of aggression and extreme behavior. If the people are willing to trust him and obey him, his public official work will surely be effective. Moreover, a leader with ethical and moral standards can serve as an example for the common people. If the common people are willing to follow suit and become people with high ethical and moral standards, his public official work will doubtlessly be effective.
    When the one he is facing is not the people of his nation, the situation will become more complicated.
    If he is facing the enemy of the people, what he needs is not the highest ethical and moral standards, but the politiacal ability to eradicate them and pace the way for his nation to remain stable and prosperous. Killing people is the highest immoral behavior, but we can find out many situations our political leaders killing people. For example, in the wartime, thousands of people are killed; there is still capital punishment in many countries. Stealing is also immoral, but nearly every country has intellectual agency, stealing messages from other countries. A political leader is elected by the people, so he must be responsible to the people. He must put the interests of his people in the first place.  Anyone who damage the interests of his people should be rided without mercy.
    If he is facing his political opponents, what he needs is stiil not the highest ethical and moral standards, but the ability to stand out and defeat his opponents without altering the political belief of his party. If he maintains the highest ethical and moral standards and does not use strategies while his opponents use strategies, he is highly likely to be defeated, thus cannot realize his political belief. Even at worse when his opponents are despots and do not take into account the people's interests, he is to blame for the disastrous conscequences.
    What we should bear in mind is that the political morals is a totally different concept from what we call morals in daily life. Political leaders' position is different from common people. He is responsible not only for himself. He bears more responsibilities, to his party, to his people and to his nation. He should first maintain his political belief and political massion. Therefore, it is hard for the political leader to maintain highest ethical and moral standards all the time, despite the different conditons.
