Claim: Knowing about the past cannot help people to make important decisions today.
Reason: The world today is significantly more complex than it was even in the relatively recent past.

Write a response in which you discuss the extent to which you agree or disagree with the claim and the reason on which that claim is based.


It is primarily the case that the world is increasingly complex, based on which the speaker claims that knowing about the past cannot help people to make significant decisions today, but the contrary is reasonably more in line with my position.

That the world is increasingly complex probably has to do with two reasons. First, new things emerge that never existed before, complicating the circumstances in which people make decisions. When it comes to the decision on how to deal with the recent devastating global financial crisis and its aftermath, it appears that such past lessons as the Great Depression in the 1930s could not be of any help, as the so-called derivative financial instruments, which define the nature of the crisis, were never heard of in the 1930s, thereby rendering the efforts to resort to history for help futile. Second, problems take on utterly different guises, leaving people stranded in the present helpless quagmire. The advent of high-price fuel era justifies the multilateral territory disputes over South China Sea and the Arctic Ocean. In retrospect, no territory disputes were as complicated as these two disputes, since most disputes in the history were merely bilateral. With no direct clues from history, perhaps it would go a long way toward the final multilateral decisions on the settlement of the disputes. In short, at the very first glance, the seemingly tenuous connection between the past and present caused by the increasing complexity of the world lends little help for people to make important decisions.
有两个原因使世界变得复杂,一是新事物出现,二是旧问题换上新面貌。这两个原因割裂了过去和现在,在表面上看起来,使得过去不能帮助人们做决定。

Complex as the world is, however, an intangible but solid link between the past and present does exit. While the intricate derivative financial instruments make the recent financial crisis more complex than the Great Recession in the 1930s, a deep insight into history leads to the surprising coincidence that avarice in humanity’s nature is one of the major culprits responsible for the exacerbation of the two crises. Therefore, decisions to prevent potential financial crises may entail the curbing of rampant cupidity in the financial market. Likewise, unprecedentedly complex as the territory disputes over the South China Sea and the Arctic Ocean are, objective reflection upon the past results in the conclusion that resort to military muscles over the disputed territory might not be the best choice because even military triumph cannot exterminate the causes for disputes and the concomitant hatreds, and the China-India border conflict in 1962 may serve as an epitome. Rather, peaceful negotiations on the basis of equality and mutual benefits will probably usher in a new era when a conclusive settlement framework is accepted by all sides involved.

Having realized that the increasing complexity of the world doe not negate the connection of the past and present -- that is, the immutably objectionable voracity, war and so forth -- it would be safe to claim that the past can help in a way that the invariable principles throughout humanity’s history serve as a beacon for people to make important decisions. Democracy, freedom and equality are examples of the principles that fairly do not change throughout history. Past decisions attempting to go against them were mostly doomed to failure. The recent downfall of the Libyan totalitarian regime the repressed democracy, the disintegration of the Berlin Wall that hindered people’s desire for freedom, and the racial desegregation in South Africa that tramped equality are lessons from even the relatively recent past that sound a clarion call for respect and awe of the cherished principles. Taking these principles into consideration, the influential decision makers will largely ensure that the society is in the right orientation in the favor of humanity’s common good. This generalization equally applies to individuals when they make important personal decisions.
意识到过去与现在是被一些不变的东西联系起来的,我们可以安全地说贯穿人类历史始终的不变原则可以知道人们作出重大决定。

In conclusion, the increasing complexity of the world pulls the wool over people's eyes that the past is of little help for people to make important decisions. As a stable connection between the past and present, the principles that apply to the past will still apply to the present and help us make important decisions.

正文:
What is the definition of a “great” nation? There are many things behind: advanced culture, strong military force, prosper economics, and so forth. All these things contribute to a good life condition for the people in this country. The welfare of people is no doubt the fundamental purpose of the foundation of a country, and, therefore, it is one of the most important standards to judge whether a nation is great or not. I agree with the writer’s idea that the achievements of rulers, artists, and scientists can serve as a good indicator of a great nation since the achievements of them can ultimately contribute to a good life of the people. However, he dismisses the fact that the welling up of the achievements of the great people also comes from the welfare of the people.

The achievements of these great geniuses by all means promote the progress of the society, change the living condition of our lives, and make a country strong. Although their successes are individual and maybe tiny compared to the work done by the whole social system, their ideas change the common views and trigger a great evolution. The rulers progress the nation through pieces of wise policies; the artists enrich our lives with colors and figures; the scientists change our nation via their discoveries and the applications behind them. I still remember it is Franklin Roosevelt and his New Deal that made the American get out of the trench of the Great Regression, and it is Apple and Microsoft that make USA always the most powerful giant in IT field across the world. Almost from every angle in our life, from architectures to transportation, can we detect the talents and efforts of these great geniuses, and the progresses in people’s life condition and quality are definitely related to their achievements. This makes these achievements a surest indicator of a great nation.

On the other hand, the frequent occurrences of achievements of these geniuses originate from the great work done by those great nations to the guarantee the welfare of their people’s lives. After all, few masterpieces can be generated in a barren nation with their people suffering famine and bondage. Taking America as an example, great input in the education affair has been made to guarantee a good education for the youth, since they are the masters of the future. Millions of dollars are put into the scientific projects and thousands of scholarship programs are made every year. Without the sufficient financial support provided by the nation machine, fewer discoveries can be made in science, and the level of arts may be difficult for a further improve. Moreover, it is the fundamental common view of freedom and democracy makes the United States today, and only in this sort of nation with advanced ideology and strong belief can generate great and wise leaders, guiding the people to change and make progress. That’s to say: within a truly strong and great nation, you will definitely find great some people like Thomas Jefferson and Abraham Lincoln, since advanced culture and good system of a nation will always be prepared for the coming out of geniuses.

To sum up, I believe that the guarantee of the welfare of people’s life is what a nation is built up. The great achievements of the rulers, artists and scientists contribute to the progress of the people’s life quality. Also, it is the good living condition and environment provided by the nation machine that create a good earth for the welling up of these talented people.                         (593)

20)   The following is a memorandum from the business manager of a television station.
"Over the past year, our late-night news program has devoted increased time to national news and less time to weather and local news. During this time period, most of the complaints received from viewers were concerned with our station's coverage of weather and local news. In addition, local businesses that used to advertise during our late-night news program have just canceled their advertising contracts with us. Therefore, in order to attract more viewers to the program and to avoid losing any further advertising revenues, we should restore the time devoted to weather and local news to its former level."

Write a response in which you discuss what specific evidence is needed to evaluate the argument and explain how the evidence would weaken or strengthen the argument.

正文:
The speaker asserts that the television station should restore the time devoted to weather and local news to its former level based on two issues: 1) he claims that more complaints received from viewers on the coverage of weather and local news, and 2) he states that local businesses has terminated their advertising with the station. This argument in fact lacks the most important evidence in the flowing two aspects.

First, there is no evidence that can show whether the number of viewers of this station decrease or increase. The complaints on the coverage of weather and local news cannot serve as a strong proof showing the people watching this TV program become fewer. Maybe more viewers are attracted by the increased national news and this marginal part may make a surplus on the whole viewer number. Even though the viewer number decreases now compared to the past, still there is no evidence showing that the restoring action can save the viewing rate, considering other effects on this change, like the shift in viewers from TV news to internet news.

Secondly, there is no evidence to prove whether the TV station is suffering a loss of advertising revenues after the adjustment on the coverage. The writer says the local businesses terminate the advertising contact with the TV station, which is unproved. However, this cannot tell the true image whether TV station benefit or lose in the gross advertising revenues from this coverage change. The probable situation may be this: more advertising firms, rather than local firms, join in and make contacts with the TV station, resulting in an increase in the revenues of advertising. Even though the TV station change back to the original form of coverage arrangement, still there is no guarantee that the local businesses will come back, since we have no idea whether they leave the TV station is related to the coverage changing issue.

In sum, whether the suggestion from the writer can fulfill the purposes--to attract more viewers and gain more advertising revenues--is dependent on the two sorts of evidence discussed above. Without the evidence, no conclusion can be obtained.
