我觉得technician就像comcast一样，给我们装电脑什么的，可能生物的technician还有不同含义？

I would explain it like :
Under view tech as someone take care of every stuff.
PhD view tech as just a GPS that could show the way of doing something (method).
Post-Doc view tech as they do not know much, but will be shocked of the mechanism in the background, if telling them.
The prof. view techs as they have to accomplish whatever task the prof. give them.
The last one should be from some movie I have seen before, but can't recall it now. Maybe mean normal worker, but maybe not.
