Dear U.S.Department of Homeland Security, Federal Bureau of Investigation and CentralIntelligence Agency,
I am writing this letter not to complainbut to obtain my right to know as a legal international student in the UnitedStates.
My name is Sui Zhang and I am currentlystudying Economics at Purdue University-West Lafayette campus. Like millions ofothers around world, I had the dream to come to and study in America since mychildhood. My dream came true in 2002 when I moved to Phoenix, Arizona as a J-2dependent while my father was working as a visiting scholar at the famousArizona State University. I enrolled in a local school called McKemy MiddleSchool, named after its founder, a respected senator from the state. That wasthe time when I started to learn the English language and be exposed to idealsof Justice, Democracy, Freedom, Human Rights in my Social Studies classes. Tome, America was not just the largest economy in world, but a nation founded onthe principles of unalienable human rights to life, liberty and the pursuit ofhappiness; a nation proud of its democracy, freedom and respect for personalrights; and also a nation not satisfied in just freeing themselves but also eagerto help freeing others with military troops deployed all over the world andremained active in almost every single conflicts around the globe acting as ifthe world’s savior.
Throughout ten score years of U.S.history, there were only two cases when American soil was attacked by a foreignpower. One, was the attack on Pearl Harbor by the Empire of Japan on December 7th,1941, the “day of infamy”. The other, and a more recent one, was the striking September11th attack on the World Trade Center and the Pentagon in 2001. ThePearl Harbor attack led to the U.S. entering the World War II and thefoundation of Japanese-American internment camps. Within hours of theattack, hundreds of Japanese American leaders were rounded up and brought tohigh-security camps. Later, over 110,000 Japanese-Americans, including UnitedStates citizens, were removed from their homes and transferred to internmentcamps(R.Daniels,1972). Most of these Japanese-Americans had lived in Hawaii forgenerations and showed absolutely no connections with the attack, however theywere taken away the basic right of legal citizens and no explanation was givento them. They became the innocent victims as the aftermath of an attack neverhad anything to do with their lives.
George Bernard Shaw, the famous Irish dramatist,once said “History repeats itself”. This was definitely the case for theaftermath of September 11th attack in 2001. U.S. entered a new war againstthe global Terrorism and that was the time when the honorable Department ofHomeland Security(DHS) was founded. Besides, the Federal Bureau ofInvestigation(FBI) and the Central Intelligence Agency(CIA), the two byproductsof the Cold War, had also found themselves a new enemy after the Soviets: “Perspective Terrorists”. This time, whobecame the innocent victims? The answer is everyone who needs an U.S. Visa toenter the country, now they are faced with stricter and more unreasonable VisaMantis or Administrative Processing of their visa applications. And thatvictims included us, the international students.
I returned to my home country China forthe summer break and filed my F-1 visa renewal application to the Shanghaiconsulate through the Citic Bank of China on June 20th ,2011. I knewthat the normal processing time for visa renewal is approximately one to twoweeks but I did not get the visa even one month after my application and no onehad ever contacted me regarding anything about my visa status during thatperiod of time. I had absolutely no clue about where my passport is nor whathappened to it. I had to travel all the way to Citic Bank branch myself to findout that my visa application was held under the Administrative Processing forno specific reason and no guarantee of processing time. I was told that theonly thing I could possibly do was to wait and hope for the best. I did what Ihad to do, I waited and I hoped for the best, but things turned out to be theworst. My visa was still under “pending” status on the 61st day ofthe processing and that was the day when my school was supposed to begin and myair ticket expired. I waited for another week, still without any clue about thevisa, I had no choice but to request the official suspension of Fall 2011semester from my university. Finally, on September 6th,after 79 daysof nothing but wait, my visa was issued, but no any explanation was given tome, not a single note. Since it had been three weeks into the semester already,I was unable to reenroll in this semester and had to wait to until December toreturn to study with a new I-20 form. Make no mistake, all of these meant a hugedisaster to all my study and work plans and countless personal issues.
If America is said to be a great nation,it must become true. However, I felt that the nation had betrayed its ownfounding principles of Liberty and Justice and the creed of “All men arecreated equal” in the name of “homeland security”, either in the case of Japanese-Americaninternment camps or the Visa Administrative Processing. Lastly, I want toend this letter with a quote I read from a book: The Americans will never have “homeland security” unless they realizethe fact that the WHOLE world is their “homeland”.
