Normally, a bank letter issued by an American bank is more convincing in the VO's eyes. You may ask your husband/wife to prepare a bank certificate plus recent monthly statements. If your spouse has a full scholarship, you may also present such a document when applying for the F-2 visa.

I think your spouse could stop by the international students office anytime for the form. However, it may take half a month for the school people to process your I-20.
