For any enterprise the leadership is a key factor to its thrive , therefore when should the leader step down also is a hot iron. In this sense I strongly agree with the author that revitalization through new leadership is a practical and feasible way to lead to the flourish of the enterprise. However, when comes to the definite time before the leader step down , it is should be depended on a case-by-case analysis.
Firstly, in politics and government, the appropriate time had better be less than five years , four years or three years are enough  in that both government and politics are more reconcile to lead to corporation (), if the leaders stay at their position too long . Without the fear of forfeiture of the leadership , they often do some unappropriate things for their own profit which on the contrary run against to the masses. In this sense , five years before stepping down is a bit longer. On the other hand , the government should be alert that some leaders make some under-table dealings to prolong their leadership . For example , the president of Nixon in the Watergate scandal. This example illustrates that revitalization through new leadership is indispensable in order to avoid the over use of the power.
Secondly, in education five years are the best time . The primary reason is that education is an area which experience servers as an indispensable and crucial part . A good teacher or a perfect administrator must not only has enormous knowledge and energy but also he or she can energize the students and truly teach which can not be done very well without enough experience. In this sense ,at least five years is appropriate for them to accumulate experience. On the other hand , we have entered into an information era in which knowledge are updating and improving , therefore we should accordingly update our leaders to keep abreast with the step of the  epoch of exploding knowledge . In this way , no more than five years is better . In total , taking into the both considerations mentioned above , the time before step down in education should be five years.
Thirdly, in business , it is not necessary at all to confine the time a leader to step down. As we know obtaining the maximum profit is the ultimate purpose of a company , so no matter whom they are , no matter how long they stay at the position, only if they can improve the marker shares and enhance the annual net revenue every year , there is no need to drive them to step down. For example , in  the Apple computer company , before  Jobs , the earlier CEO had to resigned for his failing to make  profit as much as possible in no more than five years, while when Jobs took the helm and resume the status of the Company , his leadership continues at least five years . Simply put , in business , there is no fixed time , while the time can only be defined by the commercial condition and status quo in their leadership.
In sum , revitalization through new leadership is necessary , nevertheless so as to the specific time before step down depends on case-by-case analysis that is in government it had better be no less than five years , in education five years is the best time , when it comes to business , it also depends on specific cases.
