160"The most essential quality of an effective leader is the ability to remain consistently committed to particular principles and objectives. Any leader who is quickly and easily influenced by shifts in popular opinion will accomplish little."

I agree with the speaker on the claim that the very essence of being an effective leader is to remain consistently committed to particular principles and objectives. Effective leaders listen to the masses, but they are never easily influenced.

To remain committed to particular principles has been proven of great significance for an effective leader by some well-known examples. For instance, the prosperity in China nowadays, inconceivable in the impoverished past, should be attributed to the resolute execution of Reform and Opening up policy, established by the great leader Deng Xiao Ping. Admittedly ever since its birth, the policy has been consistently questioned and censured, sometimes the consensus even tends to resist since certain degree of social unrest came along. Nevertheless, Deng Xiao Ping always believes that the policy is correct, and problems arise from specific issues like procedures, legislation, propaganda, and so forth. This principle is therefore preserved by his confidence and faith, and the details are gradually perfected so as to meet the needs of the masses. Great changes have taken place in China in the twenty-five years of reforming and the situation has been significantly improved, with the leader's conviction that to reform and open up is the only way to revive China. His effective leadership roots in his conviction, and has resulted into visible feat. Hence, it becomes clear that to hold particular principles is indispensable to ensure effective leadership.

Conversely, leaders quickly and easily influenced by popular opinion will accomplish little, and sometimes they may even bring negative consequences. There is also a concrete example, of the subway construction in China. Right now only three cities in China have urban subway: Beijing, Shanghai, and Guangzhou, all of which are big and somewhat of international importance. In this sense, it comes to some citizens that to own urban subway becomes the demonstration of status, and some urban dwellers petition for subway in their own city. Under the pressure of the masses some twenty cities has applied for permission of subway construction. However, some of these mayors are influenced by fallacious consensus and will possibly do no good to their city by constructing city subway, as the situation reveals in several northern cities. According to the geological conditions, the soil in those cities is incapable of supporting the tunnels. Lack of strength determines that subway construction is impracticable. Besides, a further study in the distinct distribution of underground water showed that the water resource would be endangered if the subway were to be built, since the project will inevitably involve damaging the underground water and consequently the ecosystem. While the mayors easily slides into the fervent mass opinion with obscure objective regardless of the scientific study result, hardly can they be really effective in promoting the local development. The reason is that the opinion of the mass is not always correct and sometimes mere thoughtless but fanatic conjecture, and those leaders who unwisely support these ill proposals with no objective judgment will not be effective at all. Therefore, leaders easily influenced by the public cannot be effective.

In conclusion, to remain committed to particular principles and objectives is the core of being effective leader. A leader is not merited by consistently following the consensus, but by having his/her own convictions.

Reform and Opening up policy这个up的u也要大写的。

into visible feat. in就可以了。不用into的

Conversely, leaders quickly and easily influenced by popular opinion will accomplish little。

Under the pressure of the masses some twenty cities has applied for permission 这个some twenty是什么意思?

Lack of strength determines that subway construction 。。。

对了,那个leaders quickly and easily influenced by popular opinion will accomplish little没有问题吧?influenced做分词修饰leaders,我觉得不用加who啊(或者leaders who are ... influenced...)

1,I agree with the speaker on the claim that the very essence of being an effective leader is to remain consistently committed to particular principles and objectives. ---->unentity of meaning, plus" .....without shifting by different popular opinions."
2,paragraph 2 may have focused more on the shifts of popular opinions which leaders of China have faced.
3, examples of the third paragraph may be more convincing if representatives of the city in which subway has aborted are specified.
4, quite good response.
