由于这所学校的研究生院没有像其他学校一样明文要求国际学生提供Financial Statement， 所以就发信问需不需要提供，回复了，不过第二句话看不懂。强大家帮帮忙。

It is really only a requirement should the applicant be admitted to the program, however, that is why it is not listed among the items required to make an admissions decision.

到底是要还是不要呀？好像没说明白

我觉得意思是  决定是否给你admission decision的时候不需要财产证明
但是如果你被录取了并且决定要过去读 就一定要提供财产证明。
