The RSIS course is full of civil servant, so if you are not going to be in the civil service, you will find quite out of place, unless she is pursuing very theory based/academic foundation. As for NUS, I understand that they are more focus on history of China.
MACC is a hobby course, with a tour package included... haha
Cannot use course fee as a measure of usefulness
MBA in NTU cost $55000 I think... and I thought is quite rubbish since I attend one of their class. haha. Although it is ranked very high in the world.
Choosing higher education... firstly have to have a purpose than choose the course that is most suitable
perhaps you can asked him/her what is it that he is looking for? If the goal is out of line... seriously it is better that he don't waste his resource...
time is far more precious.
If he is weak in English... The RSIS will be a terrible choice seriously,there are so many theory papers to read
