怎么学校对TOEFL单项成绩有要求？

今天浏览各大学校的网站才发现居然对听说读写各个单项都有要求，例如UCLA:For the internet-based TOEFL (TOEFL iBT), the following are minimum passing scores for each section and the minimum total passing score:
Writing:  25   Speaking:  24  Reading:  21 Listening:  17 （无语了）
Total minimum passing score:87         我总分105+，但口语只有23，大家说申请会不会被卡啊

文科专业吗，我觉得设卡就是在拒人的时候好找借口……
重要的还是专业背景，如果有机会电面可以弥补一下
